When any motor vehicle is being driven upon the streets -ri U 4+ of Little Rock with license plates thereon, either state of city, ,(D o which are fictitious or improper as to the name of the owner of the vehicle or where such elates have been transferred from another vehicle, the Police Department shall cause the same to be towed to some o 0 Lc"� garage authorized by the Police Department to do such towing and said - car shall remain in storage until the license therefor has been recorded -0 and until the owner, operator or person in possession of said vehicle shall +' have p =-id the fine prescribed for the particular violation involved. - ;v rti. Section 2. Should. any vehicle be towed to storage which has been cc C\j U Q) stolen from the true or rightful owner and has been operated by some a o person without the ownerts consent such true owner shall pay the accrued o m +3 Qi towing and storage charges upon said vehicle as a part of the costs incurred � by the City of Little Rock in recovering said vehicle for said true owneD cd j U Section 3. In cases where the owner, operator or person in possession U AV*0— of any motor vehicle disregards nor fails to appear in court to answer a traffic summons which has been placed on said motor vehicle and where such owner cannot be located for the purpose of serving a warrant of arrest on him, said car shall be towed in by the Police Department and held as prescribed in Section 1 hereof. Section 4. To enable the Police Department to better enforce the Police regulations of the City of Little Rock and for the better detection of criminals it is hereby required th-t all automobile dealers in the City of Little Rock furnish to the Police Department on proper forms to be furnished by the said Department to all of said dealers, a list of all used cars sold by said dealer, setting forth the name and address of the former owner of the car, the name and address of the purchaser, the state lineese number on theca.r at the time of sale, the make of car, model, motor number and date of sale. Said form shall be filed with the Police Department within forty eight hours from the date of sale. Any dealer failing to comply with this Section shall upon Sow conviction of such failure be fined in any sum not less than $moo nor more than $25.00. Section 5. Any person purchasing a used car and failing to have the license plate of such car registered in his own name w fain three days of date of bill of sale, or w'-o shall upon having said car registered in his own name give a fictitious address as his own shall be guilty of a misdemeanor and upon conviction therefor shall be fined in any sum not to exceed $25.00. Section 6. This ordinance being necessary for the protection of the lives and. property of the citizens of Little Rock an emergency is hereby declared to exist and this ordinance shall be in force and take effect from and after the date of its passage.
