THE CITY COUNCIL OF THE CITY OF LITTLE ROCK;
BE IT ORDAINED BY

Collector's office.
Section 2. Before the City Collectorshall issue any such permit
he shall cause the Chief of Police to investigate the objects of
charity involved and shall approve said objects as being bona fide
projects.
Section 3. Upon approval of the permit by the City Collector
every person so engaging in the solicitation of funds for charitable
purposes shall pa .1r a privilege tax for the pursuit of such occupa-
tion in the sum of `!'en ( p10.00) Dollars per each benefit.
Any person
promoting or sponsoring the raising of funds for charitable purposes
where such person receives a financial remuneration either by a flat
payment or upon a percentage basis of the amounts collected, shall

a "racket" fur varioue individuals, organizations, etc., t;, announce a

your establishment that phis particular organization controls, and the
merchants have no other alternative than to buy the tickets to prevent
a would -be bocott.

Dear ,sir. Knowlton:
Attached is 8, resolution from The Community Chest,
through its Executive Committee, commending the
City Council on its stand to protect the public
from the misrepresentations of ticket - sellers and
unscrupulous promoters, by requiring a lisence.
The Chest is p_rticularly interested in this mat-
ter as some of the agencies of the Community Chest,
and other social and ;public organizations of the
community frecuently have been victims of misrepre-
sentation on the part of unscrupulous promoters.
Several such instances are recalled as having oc-
curred during the Past year. I',3r instance, a. vot-
ing contest under which the agencies receiving the
largest number of votes (secured through certain
purchases) were to receive several hundred dollars.
It is our understanding that the money was never
paid to these agencies.
In another instance, the ou'w)lic curchased tickets
for ari event, at a higher price than mould ordina-
rily be paid for the same entertainment, because
the proceeds were to go to a social organization
doing a. valuable work for the community. After
the settlement, although a, very large number of
tickets had been sold the organization received a
sum so small that it would hardly cover a regular
month's postage.

scheme and of its promoters is made in advance,
many of t'r.e schemes would not be attempted and
others would be more fairly handled.
The community Chest is anxious to co- operate in
every may possible to protect our citizens in the
spending of their money for public enterprises,
that they may know- exactly for ��-h:t the money is
g=oing, and be sure it will reach the goal for
which it was intended.

Gentlemen:
Being keenly aware of the fact that large sums of
money have gone out of Little dock in promotion
schemes, supposedly intended for the benefit of the
public or so:_Ie charitable or public orgoniza.tion,
but from wnich in the end these organizations re-
ceivea only a very small percentage of the sums
raised, and in some cases nothing whatever; -
And realizing that public support has been given to
these shce►es for the purpose of Helping the organi-
zations or causes in question, and that such plans
were in many cases grossly misrepresentea, ana the
funds, or a greater part of them, Dept by the pro -
moters;-
And feeling that such procedure is not fair to the
citizens nor to those social and public organizations
that depend upon the co :iTinunity for help; therefore
Be it Resolved: That the Community Chest, through
its Executive Committee, does hereby congratulate
the City council upon its recent stana leading; to
the control of such enterprises, through requiring
a license for the selling of tickets and for other
pro mo bons;
And that the Community Chest goes on record as recog-
nizinZ this as a step in the right direction and a
protection to our citizens in their desire to give
to -�;rorthy enterprises; and
Be it Further Resolved, that a co-()y of tnese reso-
lutions be sent to the City Council ana that a copy
be embodied in the records of the Community Chest.
