AN ORDINANCE AUTHORIZING THE MAYOR AND BOARD OF PUBLIC
AFFAIRS TO EXECUTE A LEASE ON CERTAIN F30PERTY, AND FOR
OTHER PURPOSE'S
,, EREAS, a sufficient quantity of land has been offered to
the City for use as a park; and,
WHEREAS, by leasing such land the City can secure from the

Federal Government sufficient contributions to enable the City to
construct without cost, to -wit, a permanent park and camping ground
suitable for a transient camp; and,

i- iEREAS, it is desirable that some place removed from the
business and residence district be securer where transients may be
cared for,

BE IT ORDAINED 3Y THE CITY C0G'JCIL OF 'rFE CITY OF LITTLE ROCK
SEC'T'ION 1. That the Mayor and Board of Public Affairs be,
i1 and they hereby are, authorized to enter into a lease with the Union i
Trust Coinpany, Trustee, for the lease of a certain tract of land
known as the .= cCarthy -Fones tract containing approximately your Hun-
dred Ninety -Seven (497) acres in Sections 14, 23, and 26, Township 1
\orth, Range 12, . est, Fulas!ci County, at an annual net rental of
not to exceed One Thousand Two Hundred Fifty collars (41250.00) per
year payable in advance. Said lease shall give the City the option
to purchase said land at any time at a sum not to exceed Twelve Thou
sand Five hundred Dollars 0.12,500.00) and sa }d lease shall provide

that any and all amounts paid by the City as rent will be credited
in full on the purchase price if the City desires, at any time, to
exercise its option of purchase.
1 �ECTIGPv 2. The care and housing of transients in the City
of Little Rock having reached great proportions and it being neces-
sary to immediately make some provision for a place -,vher e they may
be cared -for an emergency is hereby declared to exist and this Cr-
dinance is foun to be necessary for the immediate preservation of

the public peace, health and safety and the same shall be in full
force and effect from and after its passage and approval.
