AN ORDINANCE TO PROVIDE FOR THE PLACING OR RESTRICTIONS ON
THE LOCATION OF TRANSIENT BUREAUS OR CAMPS WITHIN THE CITY
OF LITTLE ROCK; AND FOR OTHER PURRCSOES
WHEREAS, In recent months the number of transient persons
stopping in Little Rock has increased to the extent in order to pro-
tact the public health and peace it is hereby found to be necessary
to provide for the placing of certain restrictions upon the location
of transient camps, bureaus and /or homes within the City of Little
R o ck
Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF TF"E CITY OF LITTLE ROC'_,,
ARKA?\TSAS
SECTION 1. From and after the passage and approval of this
Ordinance no house and /or camp facilities for the caring of trans-
ients operated by City, State or Federal authority shall be located
within the City of Little Rock, Arkansas until a permit for such
ij house and /or camp has been secured from the City Ccuncil.
SECTION Z. Before any permit shall be granted the same shall
be filed with the City Counitil and by the City Council referred to
the City Health Officer and Health Committee of the City Council for
inspection of the health facilities at the location where the permit
is sought. After the approval of the permit by the Health Committee
of the Council and the Health Officer it shall then be referred to

the Council for final action.
SE.CTICN 3. The Council shall have the right to refuse a per-
mit for the installation and operation of any transient camp and /or
house for the purpose of housing and caring for transients on the
grounds that proper health facilities are not offered at such loca-
tion for the full protection of the health of the citizens of Little
Rock; the Council shall further have the right to refuse a permit
if the proposed location is in a residence neighborhood where the
location of such camp would tend to be a nuisance or tend to contri-
bute to a disturoance of the peace of the citizens of such territory.

SECTION 4. The number of transients being cared for in the
City of Little Rock have reached such a number that immediate action
is necessary in order to protect the health of the citizens,and to
prevent the location of camps and houses for transients in territor-
ies Which would result in Jamage to businesses and resi3ences, an

emergency is hereby declared to exist and this ordinance is found
li to be necessary for the immediate preservation of the public peace,

!!health and safety and the sane shall, therefore, be in full force
and effect from and after its passage and approval.
