SECTION 2. It being ascertained and found
that the amount of money expended by the City of Little
Rock under Ordinance No. 2927 is out of proportion to
a sense of justice to the citizenship of Little Rock,
and the financial conditions of the City bein =; such
t'.-,at a continuation of this liberal practice is unwar-
ranted, Ordinance No. 2927 is hereby repealed, and in
order to Properly safeguard the funds of the City of
Little Rock, and for the benefit of the public peace,
health, and safety, an emert7ency is hereby declared to
exist, and this ordinance shall take effect aid be in
force from and after its passage and approval.
