AN ORDINANCE FOR T'-,M REGULATION OF TIE RETAIL SALE OF LIGHT
SINES AND BEM IN THE CITY OF LITTLE ROCK, AND FOR OTHER PURPOSE'S.

VMREAS Crdinance No. 5067 does not provide proper
supervision for the retail sale of beer and light ,pines and
for the revocation of licenses for sellin- the same in the
City of Little _zoek, and
it is necessary for additional restrictions
to be placed on the sale of the same and to provide for revoca-
tion of licenses,
TMEREF'ORE, be it ordained by the City Council of the
City of Little hock:
Section 1. It shall be unlawful for any person, firm,
corporation, or association to make false answvers in any appli-
cation to questions touching his %ualificatiens for a permit to
sell beer and light wines in the City of Little Rock.
Section u. It shall be unlawful to sell beer or light
wines in any residence, or in any house or building used in -art
as a residence, or built onto, or is a part of any residence;
provided, however, that this section shall not apply to places
of business ,where apartments are located over the same.
Secticn 3. It shall be unlawful to sell or serve
beer or light wines, or allu,fi the same to be consumed, in any
dance hall or place -;where dancing is carried on; and it shall
be unlawful for dancin ; to be allo:Ved in any place where beer
or light :-wines are being sold, dispensed or served; end it shall
be unlawful to sell beer or light wines in any place or building;
where there is a direct entrance alloijin,- ingress or egress to
any dance hall or place where dancing is allowed. Provided,
however, that no part of this section shall apply to private homes
being used e:ecclusively as such.
Secticn 4. It shall be unlawful to sell beer or
light wines .within one block of any church or any public or
parochial school in the residential section of the City of Little
Rock. 'Che residential section of the City of Little Rock shall
be any part of said City that is outside cf the fire zone as is
no,a or may hereafter be fixed by the City Council, and the
business section of the City of Little I6ock is that part of said
City within the fire zone.
Section 5. It shall be unlawful to sell beer or
light wines in the residential section of the City of Little
Rock between the hours of 12:00 o'clock midnight and 7:00
o'clock in the morning, or to serve either or allow either to
be consumed in a public elate betvieen those hours.
Section 6. it shall be unlawful to sell beer or
light wines to any person who is intoxicated at the time the
sale is made.
Section 7. It shall be unlawful for any person, firm,
corporation, or association engaged in the retail sale of beer
or light wines in the City of Little Rock to allow any intoxi-
cated person or persons to loiter in his place of business.
erection a. If any person, firm, corporation, or
association engaged in the sale of beer or light -wines in the
City of Little Rock shall allow any person or persons under the
influence of intoxicating liquors, or any person or persons of
dissolute character to loiter in and around his place of busi-
ness, or shall permit profane langua-e therein, or loud or
unnecessary noises, or conduct his place of business in any
other way that is detri-,;ientL l to the good morals of the community,
or in such manner as to constitute a nuisance, or if 'the City
Council shall find that any retail dealer in beer or lir,ht Baines
has made false ans.,lers to L.uestions touchin- his qualifications
to sell the same, then the City Council shall revoke the license
of such person, firm, corporation, or association to sell beer
or light wines in the City of Little Rock.
Section 9. Nothing in this Ordinance shall be construed
as repealin`, any part of Grdinance io. 5067, but this Grdinance
is and shall be supplemental thereto.
Section 10. zany person, firm, corporation, or associa-
tion violating; section 1, 2, 3, 4, 5, 6, or 7 of this Grdinance
shall be deemed _7T of a misdemeanor, and upon conviction
shall be fined in any sum of not more than _Five Hundred Dollars
(4500.00), and each days violation of said Grdinance shall

constitute a separate offense, and in addition to sucb fine, it
shall be the duty of the Court to revoke the license of anyone
sc convicted.
3ecticn 11. It beinn ascertained and found by the
Little Rock: City Council that the unregulated sale of beer
and light '.vines in the City of Little ock constitutes a Menace
to the public peace, health, and safety of the citizens of Little
Rock and requires the immediate passage of an ordinance to
regulate and control sale of beer and light :nines, an eraerrency
is hereby declared to exist, and this Crdinance shall take
effect and be in force from and after its passage.
