I am returning Ordinance #5378
disapproved for the reason that we have
an Ordinance ( #2811) which covers
practically the same points covered in
this Ordinance, the difference being in
the distance only. Secondly, this
Ordinance coming at a time immediately
following the increase in the price of
milk by the dairymen it is hardly fair
to the tax pa yers who may own cows to
impose this additional burden upon them
at a time when there are so many people
out of work.

AN ORDINANCE REGULATING THE KEEPING OF CO'Yi'S WITHIN THE CITY
LIMITS OF= TIL CITY OF LITTLE ROCK, ARKANSAS; PROVIDING PEN -
ALTIES FOR VIOLATIONS THEREOF; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS.
SECTION 1. From and after the ,pa6aage of thi$ oi;diyi=
ance the keeping of a cow or cows within the city limits of the City
of Little Rock, Arkansas shall be unlawful and prohibited except
under the`'following conditions.
(1) The ' City Health Officer of the City of . Little Rock,
Arkansas shall grant a permit for the' keeping of a cow or cows upon
a proper showing that all regulations properly,prescribed by the-
Board of Health of the City of Little Rock have been ;complied.w jth.
When the owner-and/or keepet of,' .said cow or cows .
proposes to keep said cow or cows on his own premises when said
premises are not" with in one hundred fifty (150) feet of any dwall
house, business house, restaurant, church, theater,, and/or hospice*•'
SECTION 2. Any person, keeping a cow or core without a
permit, or violating any of the regulations prescribed by the Board
of Health of the City of Little Rock, shall be deemed guilty of a
misdemeanor, and upon conviction thereof, shall be fined in any sum
not less than Five Dollars ($5.00) nor more than Twenty -five Dollars
($25.00).
SECTION 3. All ordinances or parts of ordinances In
confliet.herewith are hereby repealed.
SECTION -4. Whereas, the keeping of cows within the
City of Little Rock vitally affects the health of the general pub-
liv, an emergency is hereby declared to exist and this ordinance
shall be in full force and effect from and after its passage and
app ro val .
