AN ORDINANCE AUTHORIZING THE BOARD OF =UBLIC
AFFAIRS OF THE CITY OF LITTLE; ROCK, ARKANSAS,
TO ADVERTISE AND RECEIVE BIDS FOR THE CONSTRUC-
TION OF A FILTER PLANT AT THE RESERVOIR IN THE
CITY OF LITTLE ROCK, A ATvSAS; TO LET A CONTRACT
OR CONTRACTS UPON THE BIDS FOR SAID QRK TO THE
LOWEST REaP0MBLE BIDDER; TO AUTHORIZE THE PAY -
eIENTFOR SAID WORK; AND FOR OTHER PURPOSES.
WHEREAS, work has now progressed upon the various
contracts for the new source of supply to the point where it
is now deemed advisable to construct additional filters and
other necessary work to take care of the increased volume of
water which it is anticipated will be distributed by the city
of Little Rock upon new water being made avaiable for distri-
bution; and
1HEREkS, the engineers for the project have
the plans and specifications for the construction of a filter
plant at the reservoir site in the city of Little Rock and have
presented same to the City Council with an estimate of the cost
thereof to the City Council; and
WHEREAS, it is now the duty of the Board of Public
affairs under proper authorization from the Citv Council of the
City of Little hock, Arkansas, to advertise for separate bids for
tie construction of the filter plant and to let a contract tothe
lowest res?onsible bidder or bidders and for the Mayor and City
Treasurer to pay for the work done upon prover estimates from
the project engineers as the wor' -progresses and as the Board of
Public Affairs may approve;
NOA1 THEREFO i, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CI`T'Y OF LITTLE ROCK, ARKANSAS:
Section 1. That the Board of public Af-airs be and they
are hereby authorized and directed to advertise for bids in such
papers and /or periodicals as they may deem advantageous to the
City of Little Rock for securing proper bids for the construction

of a filter nlent at the reservoir site in. the citjr of Little
Rock, Arkansas, in accordance with the ?glans and specifications
therefor as prepared by the project engineers for the cite of
Little mock and upon receipt of said bids said Board of Public
Affairs is hereby authorized to award the contract or contracts
to the lowest responsible bidder or bidders for said work. The

for the work done unon said contract or contracts upon estimates
furnished by the project engineers from the Water Suvply Con-
struction Fund of the cit-r o-? Little Rock unon the approval of
the -Doard of -Public Affairs.
Section 2. It is found and declared that it is urgent
that said contracts be now advertised for and let for the con-
st=ruction of said filter slant at the earliest possible date in
order to expedite the em-Dlo`rmen.t of the unemnloved persons in
the city of Little Rock and the securing of new and better water
for t'�e inhabitants of the city of Little Rock and for industrial
uses. To that end the immediate o-cera.tion of this ordinance is
necessary for the preservation of the public peace, health and
safety; an emergency is declared to exist and this ordinance
shall tFke effect and be in force on and after its passage.
