Whereas by Ordinance No. 5395 passed on the tenth day of
December 1936 the Council of The City of Little Rock submitted to
the qualified electors of the said City the question of whether or
not the City should issue bonds in the amount of $488,000 for the
pVMpeee of paying part of the cost of purchasing a site for and
construction and equipment of a municipal auditorium; and,
'hereas said election was du2,y snd lauful y hold and ciaftoted
on the 26 day of January, 1937 after proper notice thereof given
and published for the time and in the manner required by law, at
which election 19518 qualified electors voted in favor of the issm-
ance of such bonds, and 519 qualified electors voted against the
issuance of such bonds.

the bond issue of $468,000 authorised at a special election held is

pose of paying part of the cost of purchasing a site for and constructiej
and equipment of a municipal auditorium, there is hereby levied upon
all the real and personal property within the said city a special tax
of _ f91 2/3 `.mills upon each dollar of assessed valuer•
tion thereof for each of the years 1937 to 1967 inclusive,
being a sum sufficient to pay said bonds and interest as they
mature, with a reasonable amount added for unforseen contingencies,

said tax to be collected starting in the calendar year 1937.

2&_ -the City Clerk is directed to transmit a eoff
of this ordinance to the County Clerk of Pulaski County to the end
that said taxes may be extended on the tambooks of said county and
collected annually along with the other taxes until the said bonds
and interest thereon are paid in fall.
SECTION 3. It is ascertained and declared that by reason
of the present economic conditions many citizens of the City are
out of work, and the improvements herein provided would furnish Bork
for a large number of persons and thereby add to the peace and happi-
,,. noes of the City; further, that the City has no municipal aaditerium
or facilities for large conventions or gatherings; that by reason
thereof the City loses great sums in revenues which would otherwise .
come to the City. It is, therefore, declared that an emergency
exists, that this ordinance is necessary for the immediate preser-
vation of the public peace, health and safety, and that this oordi=}-
aace shall take effect and be in force from and after its passage.
