HomeMy WebLinkAbout5610ORDINANCE N0. 5610 AN ORDINANCE AMENDING ORDINANCE N0. 5420 KNOWN AS THE ZONING ORDINANCE BY RECLASSIFYING CERTAIN PROPERTY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: Section 1. Ordinance No. 5420, known as the Zoning Ordinance is hereby amended by changing the classification of the following described property to -wit: West half of Lots 4, 5 & 6 of Block 258 of the Original City of Little Rock, Pulaski County, Arkansas from the "D" & "E" apartment district to the Business District and the City Engineer is hereby directed to issue a permit for the erection of a business building on said property. Section 2. Whereas, construction of said building will give employment to persons now unemployed an emergency is declared to exist and this ordinance is found to be necessary for the immediate preservation of the public peace health and safety and shall be in full force immediately on passage and approval. SHEPHERD Bloc's Realty Company 212 Spring Street Little Rock, Arkansas Attention of Mr. Raymond Block: Gentlemen: HALL BUILDING April 30, 1938 In Re: Proposal to Purchase #1020 West Third Street I enclose tentative plan of insurance office building, a one story, white brick colonial, which I would like to erect on this property if it is permissible under the City's Zoning Ordinance. As before explained, I am in thorough sympathy with having Little Rock zoned so that its further development may be according to a well laid out city plan, and,in signing an agreement to purchase the property at #1020 'Nest Third Street, I presumed that such a building as I had in mind for that location would fit in acceptably in an Apartment House District. Should it be a violation of the City Ordinance to erect such a business office on this location, I do not desire to contest the matter, for certainly I do not wish to force my office into any locality where it would be objectionable to neighbors. I ask, therefore, that you have this matter well understood so that there shall be no doubt on the subject. Unless the City will give me a full and valid permit to erect this building, I desire to exercise my option of refusing to buy the property. V May 23rd, 1938 P E T I T I 0 N The Honorable Membersof the Council of the City of Little Rock The undersigned hereby makes application for a change in the Ordinance #5420 of the City of Little Rock insofar as it affects the West 1/2 of Lots 4, 5, and 6. Block 258, Original City of Little Rock and states that under the terms of Ordinance #5420, the above property is zoned whereby the folloAing described im- provements may be erected thereon to wit: In the "D'' and "E" Apartment Districts no building or land shall be used and no building shall be hereafter erected, converted or structrually altered, unless otherwise provided in this ordinance, except for one of the following uses: (1) Any use permitted in the "C" Two - Family District. (2) Multiple Dwellings. (3) Group Houses. (4) Hotels, in which business may be conducted for the sole convenience of the occupants of the building, provided, however, there shall be no entrance to such place of business, except from the inside of the building, nor shall any display of stock or goods for sale be so arranged that it can be viewed from the outside of the building. (5) Libraries and Museums. (6) Hospitals and Clinics, excepting Veterinary Hospitals and Clinics. (7) Accessory buildings and uses customarily incident to any of the above uses when located on the same lot and not involving the conduct of a business, including private and storage garages when located not less than sixty (60) feet from the front lot line, or a private or storage garage constructed as a part of the main building. Page # 2 The Honorable Members of the Council of the City of Little Rock (8) Name- plates not exceeding one (1) square foot in area, signs not exceeding eight (8) square feet in area appertaining to the lease, hire or sale of a building or premises, and advertising displays, con- forming to all of the provisions of ordinances now prevailing or which may in the future be passed govern- ing same. That the undersigned desires to erect thereon a modern one -story office building with a frontage of approximatley thirty -two (32) feet and depth of approximately fifty (50) feet to be constructed of brick and painted white of Colonial architecture. That said building will not be unsightly and will be occupied by a general insurance agency. That other business buildings have heretofore been erected in this vicinity and the use of said building for an office will not be a nuisance and will not detract from the value of other property in this vicinity. The use your petitioner desires to make of said property would not be of sufficient deviation from the use set forth in the original zoning ordinance. That your petitioner submits herewith statements from property owners in the immediate locality consenting to the change of the zoning ordinance in accordance with this petition. Wherefore the petitioner prays that an ordinance be passed to change the zoning ordinance that the West 1/2 of Lots 4, 5 and 6, Block 258, Original City may be used for a single story office building.
