(a) The name of the person, organization, society, association or corporation
together with the signature of the applicant and a statement of his con-
nection with the proposed solicitation.
(b) The purpose of the movement or enterprise or solicitation.
(c) The purpose for which these funds are to be raised.
(d) If the application is for an organization, the location of any general
headquarters of the same and of any branch headquarters through which the
local organization or representatives operate and the location of the local
headquarters.
(e) Names and addresses of all officers of the general headquarters and the
names and addresses of the officers of the local headquarters.
(f) If it be an association or a corporation, the names and addresses of all of
the operators, controllers and directors.
(g) The name or names with the title and address of the person directing or
making the solicitation.
(h) The amount of funds to be raised, the methods of solicitation or raising
the same and the proposed distribution of funds.
(i) Method of compensating solicitors, the percentage, if any, of said
solicitations to go to said solicitor or solicitors and what percentage
to be spent locally and what percentage to be spent out of the state.
(j) The name and address of the treasurer who shall be accountable for said
solicitations and the name and address of the bondsmen, if he be bonded.
(k) And such other information that may be required of the applicant.
Section 3. Reference of Application. The Mayor shall refer said application to
the Applications Committee.
Section . Applications Committee. The Applications Committee shall be composed
of seven members to be appointed by the 'mayor to serve for a period of three years. The
Mayor shall select two representatives from the City Council, two representatives from
the Chamber of Commerce and three members from the Council of Social Agencies. These
representatives shall meet and elect one of themselves as Chairman who shall act as
such for a period of three years from his election and in his absence the committee shall
elect one of its members to serve as Acting Chairman. At the expiration of the period
for which the Chairman shall be elected, or in the event of his regignation, death,
removal or inability to act, the committee shall elect another one of its members for
a three year period. It shall be the duty of the Applications Committee to receive

applications referred to it by the Mayor and to cause an investigation to be made and
if it shall appear to them that said application should be granted that they approve
it and return it to the Mayor. If in their opinion it should not be approved, they
shall reject the same, giving their reasons therefor and notice of said rejection
shall be conveyed to the applicant at the address shown on his application by registered
mail within thirty days after said application has been rejected. 111 applications shall
be referred by the Mayor to the Applications Committee within five days after they have
been filed with the Mayor and shall be acted upon by the Applications Committee within
thirty days after said Applications Committee shall have received it. The Applications
Committee shall have power and authority to require the applicant to furnish such
information as the committee thinks necessary for a proper decision on the application.
The Applications Committee shall formulate rules and regulations for its
guidance in the acceptance or rejection of applications.
Section 5. Appeal. The applicant may appeal to the Circuit Court from the
action of the Applications Committee within thirty days from the time said application
was rejected or from the time it should have been rejected or accepted as required by
law. To perfect said appeal the applicant shall file with the Circuit Court a petition
asking for a review of the decision of the Applications Committee, and said petition
shall contain a certified copy of the transcript of the proceedings had by the
Applications Committee.
Section 6. The Blanket Permit. If it appear to the Applications Committee
that it would be impracticable to issue a Dermit to each and every solicitor, the
Applications Committee may in its discretion accept said application and order a blanket
permit to be issued to the applicant, directing that a permit be issued to the applicant
and authorizing and permitting said applicant to issue individual solicitation cards to
the individual solicitors who may do the soliciting.
Section 7. Permits. Each permit shall contain the name of the person, organi-
zation, society, association or corporation for which the solicitation shall be made,
the name and address of the solicitor, and the time for which said permit shall be
valid..

An Ordinance to Regulate Solicitation for Charitable, Patriotic* Religious or
Philanthropic Purposes in the City of Little Rock, Arknnsas. To Create an Applications
Committee, and to Provide a Penalty for the Violation of the Provisions of this
Ordinance. Be It Ordained by The Council of the City of Little Rock as Follows:
Section 1. Permit Necessary. It shall be unlawful for any person, organization,
society or corporation, or for any agent, member or representative thereof directly or
indirectly to solicit maney, donations, property or financial assistance of any kind,
to sell or offer to sell any article, tag, service, emblem, publication, ticket, ad-
vertisement, subscription or anything of value on the plea or the representation that
such sale or solicitation or the proceeds thereof is for a charitable, welfare, religious,
patriotic or philanthropic purpose on the street, in any office or business building,
by house -to -house canvass or in any other private or public place, by telephone, per-
sonal solicitation, by mail or in any other way in the City of Little Rock unless such
person, organization, society, association or corporation shall have first obtained a
permit as herein provided.
Section 2. Application for - Permit. Any person, organization, society, association,
corporation or any agent, member, or representative thereof who shall desire to solicit
money, donations, property or financial assistance of any kind, to sell or offer to sell
any article, tag, service, emblem, publication, ticket, advertisement, subscription or
anything of value on the plea or the representation that such sale or solicitation or
the proceeds thereof is for a charitable, welfare, religious, patriotic or philanthropic
purpose, on the streets, in any office or business building, by house -to -house canvass
or in any other private or public place, by telephone, personal solicitation, by mail
or in any other vay in the City of Little Rock shall first apply to the Mayor for a
permit therefor. Such application shall be in writing and shall contain the following
information:

Section 8. Exemption. The terms of this ordinance shall not apply to any
church or local fraternal, benevolent or social order in soliciting sales, contributions
or other assistance from its own members nor shall it apply to the American Red Cross
in emergency calls for disaster relief.
Section 9. Penalty. Any person who shall violate any provision of this
ordinance or who shall knowingly file or cause to be filed a false statement in connection
with the application or who shall continue to use a permit after it has expired shall be
deemed guilty of a misdemeanor and upon conviction therefor shall be fined not less than
ten dollars nor more than two hundred dollars. Each day's continuation of any violation
of this ordinance shall constitute a separate offense.
Section 10. Divisability of Ordinance. If for any reason any section or part
or parts of any section of this ordinance shall be declared invalid such facts shall not
affect or invalidate any other provision of this ordinance.
Section ll. Repeal. All ordinances or parts of ordinances in conflict with
this ordinance are hereby repealed.
Section 12. Emergency Clause. It appearing to the City Council of Little
Rock that there has been an abuse of the solicitation privilege in Little Rock in that
spurious and improper organizations have secured contributions under misrepresentation
and such has been a detriment to the peace, happiness and public welfare of the City
of Little pock, an emergency is hereby declared to exist and this ordinance shall take
effect thirty days after its passage by the City Council and approval by the Mayor.
