S 3 ` A ORDINANCE TO APPROVE A PLANNED ZONING
DEVELOPMENT AND ESTABLISH A PLANNED OFFICE DISTRICT
5 TITLED LEISURE ARTS FACILITY LONG -FORM POD (Z- 4343 -CC)
6 AND REVOKE THE PCD ZONING FOR A PORTION OF THE
7 PROPERTY, LOCATED AT 5701 RANCH DRIVE, LITTLE ROCK,
8 ARKANSAS; AMENDING THE OFFICIAL ZONING MAP OF THE CITY
9 OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES.

11 WHEREAS, Ordinance No. 17,694 was passed on March 17, 1998, establishing a planned zoning
12 district titled Leisure Arts Facility Long -form PCD (Z- 4343 -CC); and,
13 WHEREAS, the applicant has requested the rezoning of a portion of the property from PCD to POD
14 and the revocation of the PCD zoning for a portion of the property;
15 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK, ARKANSAS.
17 Section 1. That the zoning classification of the following described property be changed from PCD
18 to POD:
19 Tract L, The Ranch, An addition to the City of Little Rock, Pulaski County, Arkansas.
20 AND
21 Part of the NW '/4 SW '/4, Section 13 and Part of the NE '/4 SE '/4, Section 14, all in T -2 -N,
22 R -14 -W, Pulaski County, Arkansas, more particularly described as: Beginning at the
23 northeast corner of Tract L, the Ranch, Little Rock, Arkansas; thence SO4 °08'20 "E along
24 the west line of said Tract L, said corner lying on the northerly right -of -way line of
25 Ranch Drive; thence northwesterly along said northerly right -of -way line, being the Arc
26 of a 447.45 foot radius curve to the right, having a chord bearing and distance of
27 N58 043'22 "W, 227.63 feet; thence N43 °59' 15 "W and continuing along said northerly
28 right -of -way line, 582.29 feet; thence N37 °05'34 "E, 273.53 feet; thence N50 °36'49 "E,
29 206.20 feet; thence S12 °05'41 "E, 49.0 feet; thence S50 °25'25 "E, 662.93 feet to a point
30 on the north line of said Tract L, the Ranch; thence S85'5 1'40"W along said north line,
31 276.0 feet to the point of beginning containing 7.3195 acres, more or less.
32 Total area of the above described property is 26.6927 acres.

3 more particularly described as follows: Beginning at the southeast corner of said Tract L,
4 the Ranch; thence N89 °43'57 "W along the south line of said Tract L, 446.43 feet to a
5 point of the easterly right -of -way line of Ranch Drive; thence northerly along said right -
6 of -way line being the Arc of a 480.0 foot Radius Curve to the left, a Chord Bearing and
7 Distance of N15 °56'17 "W, 262.41 feet; thence N41 °09'43 "E, 255.80 feet; thence
8 S48 055'30 "E, 281.64 feet; thence N89 °41'52 "E, 143.61 feet to a point on the east line of
9 said Tract L; thence southerly along said east line being the Arc of a 1071.74 foot Radius
10 Curve to the left, a Chord Bearing and Distance of S02 °59' 13 "W, 112.47 feet; thence
11 S00 °01' 16 "E continuing along said east line, 150.38 feet to the point of beginning
12 containing 3.6212 acres, more or less.
13 Section 2. That the Planned Zoning Development titled Leisure Arts Facility Long -Form PCD is
14 hereby revoked for the following described property and the property is hereby zoned 0-2, Office and
15 Institutional District:

Arkansas, more particularly described as follows: Beginning at the southeast corner of

Section 3. That the approval of Leisure Arts Facility Long -Form POD (Z- 4343 -CC), located at 5701
Ranch Drive is subject to compliance with the following additional conditions:
• That the preliminary site development plan /plat be approved as submitted, including all
staff comments and conditions as outlined in the Planning Commission Agenda Staff
Report in paragraphs D, E, F and including any conditions indicated in the staff analysis
in paragraph H and subject to additional conditions imposed at the Planning Commission
Public Hearing as amended by the applicant.

• The approved uses for Lot 1 are a school, general office and office- warehouse (Leisure
Arts). The approved uses for Lot 2 are general office uses.
Section 4. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 5. That the change in zoning classification contemplated for Leisure Arts Facility Long -
Form POD (Z- 4343 -CC), located at 5701 Ranch Drive is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of
Ordinances.
Section 6. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Sections 1 and 2 hereof.
Section 7. That this Ordinance shall not take effect and be in full force until the final approval of the
plan.
Section 8. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 9. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
