AN ORDINANCE DECLARING THE TRANSMISSION BY PIPE
LINE AND THE DISTRIBUTION AND SALE OF WATER TO DO-
MESTIC AND COMMERCIAL CONSUMERS WITHIN THE CITY OF
LITTLE ROCK TO BE A PRIVILEGE; FIXING THE LICENSE
THEREFOR; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LITTLE ROCK, ARKANSAS
SECTION 1. The business of transmitting by pipe line
or lines, and the selling and /or distribution of water to Domestic
and Commercial consumers is declared to be a privilege; and it is
further declared that all persons, firms, and /or corporations so
engaged shall pay an annual license tax for the privilege of en-
gaging in such business in the City of Little Rock, Arkansas.
SECTION 2. There is hereby levied_-as an annual li-
tense tax,for said privilege the sum of T*dnty -five Thousand Dot-
lays ($25,000.00) which shall be due and payable annually beginni
in 1939...
SECTION 3. Any person, firm, or corporation engaging
in or carrying on the business herein specified without paying sa
tax within Thirty (30) days after notice by the City Collector
that said tax is due shall be deemed guilty of a misdemeanor and
upon conviction thereof, shall be fined in any sum not less than
Five Hundred Dollars ($500.00) nor more than One Thousand Dollars
($1,000.00);. and each day that such operation continues after
payment is due and remains unpaid, shall constitute a separate
offense.
SECTION 4. In view of the depleted condition of the
finances of the City necessitating curtailment in police, fire,
and health protection, and the fact that the business of trans-
Imitting' and selling water is now being engaged in without the
payment of a reasonable tax for the privilege, an emergency is
thereby declared to exist and this Ordinance shall be in full
If orce and effect from and after its passage and approval.
