U1� AN ORDINANCE TO VACATE THAT PORT ION OF PULASKI STREET NORTH OF GnRLAIM AVENUE, AND AUTHORIZING ADJACMT.T PROPERTY OWNERS TO P"CE OBSTRUC- TION ACROSS SAME. �ifHHFREAS, Pulaski Street ends abruptly at the Missouri Pacific j Railroad Company's yards about one hundred and fifty feet north of 44 *� , ver tte and 9[i 2EAS, it,,:I6' found that that portion of Pulaski Street between Garl rrd: Avenue and' the- MJ:tib ac fis Railroad tracks is m t used f i ;or needed for pub lr c vehiclae traffic; and WHEREAS, it i rurther found that pedestrians, partiallarly ti ,childiren, frequently use the same in reaching and walking across the Mis "souri, Pacific i1r.4ad Company a, yard tracks, which is a constant hazat too the public; and iEREAS, it ,,is found .that, -At would be beneficial and a safety measure to the public to Q;lose said street north of Garland Avenue place a barrier or a fence across it to be served by a gate:,, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OP THE CITY OF LITTLE ROCK, ARKANSAS: SECfTION 1. That that portion of Pulaski Street north of Garland .&venue be and the same is hereby vacated and closed to public vehicle traffic,,-and that the adjacent property owners on the east and west sides of said street north of Garland Avenue be and they are hereby authorized to place a barrier or a fence across said street at the property line north of Garland Avenue to be served by a gate in said fence. UCTION 2. It is hereby ascertained and found that that portion of Pulaski Street north of Garland Avenue creates a hazard to the public traveling upon same, in going upon the Missouri Pacific Railroad tracks where trains are constantly moving, and that.by virtue of said hazard an emergency is hereby declared "to exist and this ordinance shall be in f4l'l;,force and effect from and after its passage.
