HomeMy WebLinkAbout5929ORDINANCE NO.3929 AN ORDINANCE AMENDING ORDINANCE NO. 5840, MAKING IT A MISDEMEANOR FOR ANY PERSON, FIRM OR CORPORATION TO ERECT OR START THE ERECTION OF ANY BUILDING WITHIN THE CITY OF LITTLE ROCK WITHOUT FIRST OBTAINING A BUILDING PERMIT, FIXING A PENALTY THEREFOR, REQUIRING THE DISPLAY OF A SIGN SHOWING THE ISSUANCE OF SAID BUILDING PERMIT, FIXING A PENALTY FOR THE VIOLATION THEREOF, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: ` SECTION 1. Ordinance No. 5840 is hereby amended to read as follows: Section 1. From and after the passage and approval of this ordinance, it shall be unlawful for any person, firm or corporation to erect or begin the erection of any building of any character within the City of Little Rock, Arkansas, without first obtaining a permit for the erection of such building from the City Engineer of the City of Little Rock as is now provided by law. Any construction work of any kind started in advance of securing a building permit is here- by declared to be a misdemeanor and any person, firm or corp- oration engaging in any building operation without first ob- taining a building permit shall be deemed guilty of a mis- demeanor and upon conviction in the Little Rock Municipal Court shall be fined in any sum not less than Ten Dollars ($10.00) nor more than Five Hundred Dollars ($500.00), and each day that such violation continues shall be deemed a separate offense. Section 2.- From and after the passage and approval of this ordinance, any person, firm or corporation erecting or beginning the erection of any building of any char- acter within the City of Little Rock, Arkansas, shall display prominently in or about said erection or construction a sign which will be furnished by the City Engineer of the City of Little Rock, showing and stating that the permit mentioned -2- stion l of this ordinance has been obtained. Section 3. At the conclusion of the erection and building operations contemplated by the above sections, signs mentioned in Section 2 shall be returned to the City Engineer. Any person, firm or corporation who received any such sign and fails to return it within seven (7) days after the conclusion of said building or erection operations shall be deemed guilty of a misdemeanor and upon conviction in the Little Rock Municipal Court shall be fined in any sum not less than Five Dollars ($5.00) nor more than Twenty -five Dollars ($25.00), and each day that said violation continues shall be deemed a sep- arate offense. Section 4. WHEREAS; it is necessary to protect the health of the citizens of the City of Little Rock that all building plans or all buildings be properly inspected and that permits be regularly issued before any building is be- gun and that all inspections for the protection of the health of the citizens of the City of Little Rock be provided for, an emer- gency is hereby declared to exist and this ordinance is found to be necessar- for the immediate preservation of the public peace, health and safety, and the same shall be in full force and ef- fect from and after its passage and approval.
