AN ORDINANCE REQUIRING THE PRODUCERS. OF ALL PLAYS OR OTHER PERFORM-
ANCES OFFERED TO OR PRESENTED TO THE PUBLIC TO OBTAIN A PERMIT THERE-
FOR FROM THE BOARD OF CENSORS PRIOR TO THE PRESENTATION THEREOF,
DESCRIBING THE PROCEDURE TO BE FOLLOWED IN OBTAINING THE PERMIT,
PROVIDING FOR THE ENFORCEMENT THEREOF, FIXING A PENALTY FOR ANY VIO-
LATIONS THEREOF, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
Section 1+ Definitions. As used in this ordinances-
the word "play" shall mean and include any stage production, carni-
val or circus, or other public exhibition involving living persons
as actors or actresses.
Section 2. No play or other performance offered to the
public shall be allowed or presented or produced within the City of
Little Rock until the producer or producers thereof shall have first
obtained from the Board of Censors a permit authorizing said presen-
tation of said production.
Section 3. When any such request for a permit is received
by the Board of Censors, the Chairman thereof shall refer the request
to the special service committee as provided in Section 10 of Ordinance
No. 4009 and this committee shall consider the application and they
are hereby authorized to require of any person or persons, firm or
corporation seeking to produce or present to the public any play or
other production that said person or persons, firm or corporation
shall furnish to the Board of Censors a - .synopsis � of the presenta-
tion, play or production, and the manuscript of the dialogue and
` spoken parts of the said play or presentation.
Section 4. In the event that any member of such committee
or the Censor Board, or any person seeking the permit, shall be.dis-
satisfied with the decision of the special committee, such person or
persons-so dissatisfied may take an appeal to th4 entire Censor
If Board. A majority vote of the Censor Board shall be fAnal and

determinative on the question of issuing tie permit.

Section t* In determining whether or not a permit
shall be issued for any given play or other presentation offered
to the public within the terms of this ordinance, the Board of
Censors shall use and be guided by the standards set out in Ordi-
nance 4009.
_ Roation 6. Any performance held, priosented or pro-
duced without having first obtained the permission of the Board
of Censors as set out above shall constitute a violation of this
ordinance; and the producer or producers thereof and all persons
connected therewith shall be guilty of a misdemeanor and on con-
viction in the municipal court shall be fined in a sum not less
than $100.00 nor more than $500.00. Each presentation held in
violation of the terms of this ordinance shall constitute a sep-
&rate offense.
Section 7. The Board of Censors is hereby authorized
and emp;owg-red to call on the Polide Department of Little Rook to
prevent any presentation of a play or other public performance un-
less the Board of Censors has issued a permit therefor.
Section 8. In the event that the play or performance
actually presented to the public varies from the synopsis and manu-
script of the dialogue and spoken parts previously submitted to the
Board of Censors under this ordinance, such vsmianee constitutes a
violation of this ordinance and operates to cancel any permit prev-
iously granted by the Board of Censors so that the presentation that
differs from the synopsis and manuscript and all subsequent pre-
sentations shall be deemed to have been held, produced and /or pre-
sented without a permit.
Section 99 In order that there may be no confusion as
to the duties and powers of the Censor Board, it is hereby expressly
declared that this ordinance does not repeal 'Ordinance #4009 and
Ordinance 44941 except insofar as various sections thereof may be
in direct conflict:

Section 10. Nothing in this ordinance shall be
construed as applying to moving picture productions.
Section 11. Whereas, the protection of the peace,
safety, public welfare, sense of decency andmorals of the
City are a matter ofparmmour_t importance; and, whereas, the
matters covered by this ordinance are governed by no other
ordinances now governing the City of Little Rock,N OW,
THEREFORE, an emergency is hereby declared to exist and this
ordinance shall be in full force and effect from and after
its passage and approval, and all ordinances in donflict
herewith are hereby repealed.
