'`dMEAS, the majority of two - thirds in value of the property owners owning property adjoining the locality to be affected and situated in Street Improvement District 1AT0. 544 of the City of Little Rock, Arkansas, organized for the purpose of grading, draining, curbing, guttering, and paving dr "est 25th Street as therein set out have petitioned the City Council of the City of Little Rock, Arkansas, for the construction of said improvement, and the cost thereof shall be assessed upon the real property of said District according to the benefits received; and 'MI AS, said benefits received by each and every lot, block, and parcel of real property situated in said Dis- trict equals or exceeds the local assessment thereon; and Os 500.00. V "IUS, the estimated cost of said improvement is 'i+hereas, it is unnecessary to levy the full 10% of the assessment of benefits on each lot, block and parcel of land in said District and was so found by the commissioners; NO -1'1111, THEREFORE, BE IT ORDAITvTED by the City Council of the City of Little Rock, Arkansas: Section 1. That the said several lots, blocks, and parcels of real property in said Street Improvement District INTO. 544 of the Gity of Little Rock, Arkansas, be assessed according to the assessment list for said improvement district as the same now remains in the office of the City Clerk, and that eight per centum (8 /o) of the assessment of benefits on each of said lots, blocks, and parcels of real estate shall be paid annually on or before the 1st day of May, of each year, beginning with May 1, 1941, until the whole of the said local assessment of benefits shall be paid. Section 2. All ordinances and parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage.
