HomeMy WebLinkAbout62043 ORDINANCE NO. 620+ AN ORDINANCE REGULATING THE BUSINESS OF MERCHANT POLICE OR SPECIAL NIGHT WiITCHMEN, PROVIDING FOR THE ISSUANCE OF A LICENSE TO PERSONS SEEKING TO ENGAGE IN SAID BUSINESS, FIXING A LICENSE FEE THEREFOR, PROVIDING FOR THE REVOCATION OF SAID LICENSE IN APPROPRIATE CASES, PROVIDING FOR THE ENFORCEMENT OF THE PROVISIONS OF THIS ORDINANCE. i BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: Section I. From and after the passage and approval pproval of this ordinance, it shall be unlawful for any person, firm, or corporation, to engage in the business of or to solicit business as merchant po- lice or special night watchmen in the business section of Little Rock, which section to be designated by the Police Committee of the i Council without first obtaining and paying for a license from the proper city authority as hereinafter provided. Section 2. Before any person, firm, or corporation, be granted i licenses to operate or to hold themselves out or to solicit business I as a merchant police or special night watchman in the business sec - tion, such person firm or e aporation, shall make application for � said license, which application shall be considered and approved or ? aNJt Pot I c e . disapproved by the Police Committee., In passing on the application, an investigation shall be made into the character, sobriety, re- sponsibility, and past criminal record, if any, of the applicant, and an examination slall be made into any other features which the Police Committee may feel necessary to protect and preserve the interests of the public at large affected by this ordinance. Section 3. The license fee for each person engaged in the business of or holding himself out as, or soliciting business as, merchant police or special night watchman in the business section, is hereby fixed at fifteen dollars ($15.00) per year, payable in ad- vance. No license under this ordinance shall be issued for a period longer than one year. E i Section 4. The Police Committee shall have the power to revoke i any license issued under this order whenever, in the opinion of the Chief of Police, and the Police Committee, the said person, firm, or corporation, for which said license has been issued is conducting it- self improperly or has become a nusance, or has been convicted of any felony or of any crime involving moral turpitude. t ,A » *hF5 Section 5. No license shall be granted under the terms of this ordinance to any person who has not obtained the age of 21 years. All persons, firms, or corporations holding a license under this ordi- nance shall display a special prepared badge to be designated by the Chief of Police, upon his person in such a way as it may be easily seen by the general public. Section 6. When any license or licenses shall be revoked un- der the provision of this ordinance, it shall be the duty of the Chief of Police forthwith to pick up such license, as special offi- cer, and to forbid such person, firm, or corporation to continue to act as merchant police or special night watchman. Section 7. Nothing in this ordinance shall apply to any person who is'now, or may in the future be, employed as a night watchman for any individual person, firm, or corporation to watch,guard,and protect such person's, firm's, corporation's, individual's property. Section 8. Any person, firm, or corporation-violating any pro- visions of this ordinance, shall be deemed guilty of a misdemeanor, and upon conviction at the Municipal Court shall be fined not less than ten dollars ($10.90) nor more than fifty dollars ($50.00) for each offense.
