FOR ISSUANCE ,OF LICENSES TO CONDUCT SUCH A BUSINESS, FIZINO A LICENSE FEE. THEREFOR: "r= PROVIDING FOR REVOCATION OF LIRXEBES,f,DEFINING THE TRAVEL BUREAU, FIXING A PENALTY FOR VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND FOR OTHER PURPOSES. BE IT ORDAINED EY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS. Section 1. The business of operating or conducting a travel bureau in the City of Little Rook is hereby declared be a privilege. Section 2. For the purpose of this ordinance a travel bureau is defined to be a business operated under the plan f of securing passengers by advertisement or otherwise to accompany any person intending to make a trip or journey in a private car, where said passenger pays the owner or operator of said oar for the privilege of accompanyin g him, or where said passenger pays said travel bureau, or where the operator of the car pays said travel bureau any sum for arranging said trip. Persons, firms or corporations operating their own equipment upon regular schedules pursuant to licenses duly issued by the State of Arkansas are not within the meaning of this ordinance. Section 3. Any person, firm or corporation desiring to operate a travel bureau shall first make application to the police committee of the city council for such privilege and then, if application is approved by said committee shall pay to the City of Little Rook the sum of Two Hundred Dollars (4200.00), said amount to be paid in advance semi - annually• One semi - annual payment shall be due on July,l, and the ether semi- annual payment shall be due on January l of *ask year. Section 4. If the city council finds that any travel bureau operated under the terms of this ordinance is being operated in a fraudulent manner of defrauding any of the persons doing business with said travel bureau, the license authorized under this ordinance may be revoked by resolution adopted by the city council. Section 5. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not less than ten dollars nor more than Jars* firm, or, a 4rp,*T4L°tl Y secure passengers by, it or through the medium of any travel bureau as herein defined which shall.not have paid the tax hereinbefore provided, shall be deemed guilty of violating this ordinance and be subject to the penalties herein prescribed. Each booking or securing of passengers shall constitute a separate offense. Section 69 Ordinance No. 4963 is hereby amended to con- form with the provisions of this ordinance. Section 7. The regulation of traffic on the streets of the City of Little Rook and the facilitating of travel of persona to and from the city of Little Rook being of tremendous consequence to the public welfare, an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after its passage and approval.
