THE NORTHEAST QUARTER (NL�) .OF THE NORTHEAST QIIAR'PER (in*) OF SECTION 15, TOWNSHIP 1 NORTH, RANGE 12 WEST, ALL IN PULASKI COUNTY, ARKANSAS; AMENDING ORDINANCE NO. 5420, AND WAIVING NOTICE AND PUBLIC HEARING; AUTHORIZING CITY ENGINEER TO APPROVE IN CONNECTION WITH CONSTRUCTION OF CITY HOUSING PRO- . dECTS MINOR DEVIATIONS FROM REQUIREMENTS OF ORDINANCES NUMBERED 4866 AND 4372, AND AMENDING SAID ORDINANCES SO AS TO PERMIT EXERCISE OF DISCRETION BY CITY ENGINEER; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That all of the property known and de- scribed as follows: East One -half (E*) of the Northeast Quarter (NEI) of the Northeast Quarter (NEI) of Section 15, Township 1 North, Range 12 West; West One -Half (Wj) of the Northeast Quarter (NE-1) of the Northeast Quarter (NE:) of Section 7, Township 1 North, Range 12 West; and South .One -Ralf (S *) of the Northwest Quarter (NW-41) of the Northeast Quarter (NEI) of Section 16, Township 1 North, Range 12 West, all in Pulaski County, Arkansas, in the City of Little Rock, which said property has heretofore been classified and zoned as "Residential "B" District property ", under the terms of Zoning Ordinance No. 5420 and Zoning Map thereto attached, is hereby re -zoned and reclassified, and all of said property is hereby declared to be in "C" Two - Family District under the terms of said Zoning Ordinance and Zoning Map. SECTION 2. That Ordinance No. 5420 and the Zoning Map thereto attached and made a part thereof, are hereby amended to permit the re- zoning and reclassification of said property as described in Section 1 hereof, said property to be hereafter known and classified as being in the "C" Two - Family District. SECTION 3. That the provisions of Section 23 of Ordinance No. 5420 for a public hearing, of which 10 days' notice has been given, for amending or changing the boundaries or regulations established by said Ordinance, are hereby waived Page 2 - ORDINANCE N0. 6272 . and amended with respect to the re- zoning and reclassifying of the property described in Section 1 hereof, so as to permit such re- zoning and reclassification to become effective at once, in accordance with the emergency clause of this 177"' e SECTION 4. That the City Engineer be, and he is hereby authorized to permit and to approve in connection with the work of construction by the City Housing Authority upon the above described lands any and all minor changes, alterations and deviations from the requirements of the Building Code., being Ordinance No. 4866, and of the Plumbing Code., be- ing Ordinance No. 4372; provided, however, that such altera- tions, changes and deviations from said Building Code and Plumbing Code, which are to be authorized by the City Engineer, shall be such asere consistent with recognized good practice in Y construction and engineering, and which have been approved by the United States Housing Authority, and to enable the City Engineer to permit and approve such minor changes, alterations and deviations with respect to said Housing Authority Projects, but for that purpose only, said Ordinances Numbered 4866 and 4372 are hereby amended so as to invest said City Engineer with the aforesaid discretion. SECTION 5. It is ascertained and declared by the City Council that the City of Little Rock has recently been designated by the United States Government as a defense area, result of *.ibh there has been a rapid influx of pwpulatio and a serious shortage of housing which is detrimental to the public health, safety, morals and welfare, and by reason of which an emergency exists with respect to such public healthy safety, morals and welfare; and that the foregoing provisions are re- quired in order that there will be no delay in carrying out the local Housing Authority Projects. Therefore, an emergency is hereby declared, and this Ordinance shall take effect and be in FA- Page 3 - ORDIMANCE N0. --. full force and effect from and after its passage and approval.
