AN ORDINANCE REGULATING THE OPERATION AND 11OVEhENT OF BICYCLES ON THE
STREETS, ALLEYS AND PUBLIC PLACES OF THE CITY OF LITTLE ROCK: PROVIDING
REQUIREMENTS AS TO THE LIGHTING EQUIPIiENT OF SUCH BICYCLES, REGULATING
THE OPERATORS AND RIDE!"'S OF BICYCLES; PROVIDING A PENALTY FOR THE
VIOLATION OF THIS ORDINANCE, SUCH PENALTY TO INCLUDE THE IMPOUNDING OF
BICYCLES; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
Section 1. ' °o person shall ride or operate any bicycle upon any
street, alley or public place within the corporate limits of the City
of Little Rock during the period from a half hour after sunset to a
half hour before sunrise, or when a fog or other atmospheric conditions
render the operation of said bicycle dangerous to traffic or to the
use of the streets, or at any other time when there is not sufficient
light to render a person clearly discernible from a distance of two
hundred feet, without having a lighted lamp affixed on the front of
said bicycle, visible under normal atmospheric conditions from a
distance of at least five hundred (500) feet in front of said bicycle
exhibiting a red light -visible under like conditions from a distance
of at least three hundred (300) feet to the rear of such bicycle.
Each bicycle shall be equipped with a stand or bracket that will hold
the same on its wheels, and whenever a bicycle is parked in a street
or public place it shall not be left lyin? on its side but shall only
be left standing on such stand or bracket.
Section 2. No person shall operate or ride on any bicycle upon
any street, alley or public place in the City of Little 'Lock with two
or more persons upon the same bicycle; provided, however, that this
restriction shall not apply to tandem bicycles or other bicycles
ori;- finally desilr~ned for two or more riders.
Section 3. Every person riding or operating a bicycle on any
street, alley or public place shall hold the handlebar with at least
one hand and shall not hold on to any other vehicle.
Section 4. loo person shall ride or operate any bicycle on any
sidewalk in the City of Little Lock. No bicycle shall be parked on any

public street or sidewalk in the business district, except parallel
with the curb, and in no event shall any bicycle be parked more than
three feet from the curb.
Section 6. Every person riding or operating a bicycle on any
street, alley or public place in the City of Little Rocs. shall keep
said bicycle on the extreme right of the traffic lane except when
making or preparinc- to make, a left turn, and shall not travel abreast
another person riding or operating a bicycle.
Section 6. Every person riding or operating; a bicycle on any street,
alley or public place in the City of Little Rock shall be subject to
all provisions of the laws of the State of Arkansas, and the ordinances
of the City of Little Rock, applicable to the drivers of vehicles,
except the provisions thereof that by their nature can have no application.
Section 7. It shall be unlawful for any person or persons to run
or engage in any bicycle race on any street, alley or public place
within the corporate limits of the City of Little Lock, except under
permit from and under the supervision of the Chief of Police of said
City.
Section 8. It shall be unlawful on and after hay 1, 1941, to ride
or operate a bicycle within the corporate limits of the City of Little
Kock unless a license shall have been obtained therefor, and a license
plate be carried'on such bicycle. It shall be unlawful for any person
to remove a license plate or number from a bicycle or to use said
license plate or number on any bicycle to which it had not been issued,
as herein provided. It shall be unlawful for any person to deface any

bicycle or to remove therefrom any number, anme or other mark of identi-
fication.
Section 9. The license fee for the registration and license plate
for each bicycle shall be 26/ (twenty -five cents) for two years or
fraction thereof. The two -year license period provided for by this
ordinance shall commence on the first day of May of each odd numbered
year, the first of said periods commencing May 1, 1941. Every bicycle
registration under this ordinance shall expire April 310th of each odd
numbered. The license plates herein provided for shall be issued to
the owner of each bicycle and registered in the narze of such ownev by
the City Collector upon the payment of the license fee herein provided
for.

Section 10. The Police Department of the City of Little Rock
shall keep an indexed card record of the ownership of bicycles in the
pity of Little Rock as shown by the license records of the City
Collector. Every person coming into the ownership or possession of a
bicycle theretofore licensed by the City of Little Rock, shall within
five days of the acquiring of possession of such bicycle, notify the
Police Department of the City of Little Rock of the change of possession
or ownership of said bicycle, and the Police Department shall make a
record of such present ownership or possession of said bicycle on the
proper card in its said indexed card system.
Section 11. Any person who shall violate any of the provisions of
this ordinance shall upon conviction thereof in lunicipal Court of the
City of Little Rock be punished by a fine of not more than One Hundred
Dollars (u100.00). In addition to such penalty the Police Jud,-e may
either in lieu of or in addition to such fine prohibit the operation
of such bicycle upon the streets, alleys and public places of the City
of Little Rock for a period not to exceed thirty (30) days, in which
event the bicycle so used in such violation shall be impounded with the
Chief of Police and retained by him for the period that the operation
thereof is prohibited, or the owner's card or certificate shall be
held for the period during which the operation of the bicycle is
prohibited.
Section 12. Khereas, the indiscriminate use of bicycles on the
public streets of the City of Little Rock has created a safety hazard
which needs immediate correction and that such correction can be made
only by licensin said bicycles, and whereas many bicycles found
abandoned upon the streets of this city have remained unidentified, an
emer ^•ency is found to exist and this ordinance is found to be necessary
for the immediate preservation of the public peace, health and safety,
and the same shall be in full force and effect from and after its pass-
age and approval.
