SECTION 2 The Council finds that there is a large 4 ,
number of loafers and trespassers utilizing railway and bus stations and

/for loafing places and for places to sleep and that due to the large
amount of-traffic passing through said stations, they constitute a
nuisance not only to travelers but to the officials of the carriers
maintaining said stations. For this reason an emergency is thereby
declared'to exist and this ordinance shall be in force and effect
from and after its passage,
