AN ORDI171ANCE PRESCRIBING RULES AND REGULATIONS FOR CONNECTIONS
TO TrE LITTLE ROCK SANITARY SE'dER SYSTEM; PROVIDING FOR THE
FILING AND APPROVAL OF PLANS BEFORE CONNECTICNS ARE MADE;
AUTHORIZING THE LITTLE ROCK SANITARY SEVER SYSTEM COMMITTEE TO
PROI"ULGATE REASONABLE RULES AND REGULATICNS FOR THE INSTALLATION
AND/OR CONNECTION, OF SEVERS AND PSAINS; MAKING THE VIOLATION OF
THE: PROVISIONS HEREOF A MISDE11EANOR, FIXIFG A PENALTY THEREFOR,
AND FOR OTHER PURPOSES.
WHEREAS, the City of Little Rock through its city wide Sanitary Sewer System
now has a ur,ifi.. a and modern sewerage disposal system; and
WHEREAS, the Little Rock Sanitary Securer System Committee is responsible for
the mairterar.ce and the operation of the unified sewer disposal system and must
at all times repair and keep open all mains and outlets so that the sewage in the
city may be properly and adequately disposed of in a manner to safeguard the sanita-
t ior. and health of all of the citizens of Little Rock; and
WHEREAS, sanitary sewers serving individual homes and numbers of homes have ir
the past been constructed without relation to the city as a whole; and
WHEREAS, plans for sewer irstallatiors previously required ro central approval and
ro place was provided for the keeping of permanert files or records showing the loca-
t icn of sewer mains and much confusion and unnecessary expense has resulted therefrom;
NOW9 THEREFORE, BE IT ORDAINED BY THE CITY COUI,?CIL OF THE CITY OF LITTLE ROCK.,

SECTION 1. From and after the passage, ap)roval and publication of this Ordir.ar,ce
it wall be unlawful for any person, firm, or corporation to construct or begin con-
struction of any sewer line, mair or drain within: the City of Little Rock or within
ore mile of the City Limits of the City of Little Rock until the plars and specifica-
tiors therefor have been approved by the Little Rock Sanitary Sewer System Committee
and in addition a correct copy of the complete plans have beer. filed for permanent
records with the said Little Roes: Sanitary Sewer System Committee.
This section is hereby ordained to specifically apply to any charges in sewer mains,
drains ardor lines ir existerce at the time of the passage and approval of this
Ordin.ar.ce.
SECT ION 2. In addition to the provisions of this Ordinance the Little Rock Sanitary
Sewer System Committee is hereby specifically authorized to make such other reasonable
rules ar.d regulations in regard to engineering, construction ar,d/or operation of sewers,
proposed or installed, necessary to make and secure uniform requirements relative to the
installation of sanitary sewers, mains and /or drains to be connected or connect.irg into
the mains of the Little Rock Sanitary Sewer System. Such rules ar:d regulations so made
shall be effective upon the filing of a correct copy for permarert record with the
City Clerk of the City of Little Rock, Arkansas ar:d ore publication in a daily news-
paper published ir. the City of Little Rock, Arkansas.
SECTION 3. The following specific requirements are hereby ordair.edt
(1) Mar, holes shall ba placed it the lire at every charge of grade, direction of
flow, or size of pipe. Manholes shall be at intervals not in excess of 400 feet, ur,-
loss otherwise specifically approved by the Little Rock Sanitary Sewer System Committee.
(2) Man holes shall have an inside diameter at the bottom of not less than 4 ft.,
and shall be constructed complete with the necessary steps, and fitted with a 24 inch
ring and cover of standard design and material.
(3) 'The pipes used in mains and laterals to correct with or connecting with the
Little Rock Sanitary Sewer System shall be constructed of standard sewer pipe which
will meet the current specifications of the American Society for Testing Materials.
Such pipes shall be joined by tightly caulking with oakum and grouted or sealed with
cement mortar, or other suitable joining material.
(4) Each dwelling or house shall have its own service lateral running to
the mairs of the Little Rock Sanitary Sewer System and two or more houses shall
not be connected to the main by one lateral.
(5) Before a service line is constructed to tie irto the rrair_�s of the Little
Rock Sanitary Sewer System, (in addition to filir.•g of the plans), a permit must be
obtained from the office of the Sevier System and a fee of $3.00 to cover the ir.-
specti.on hereinafter provided for such connection must be paid. Reinspectioris
shall be at the rate of $1.CO per inspection.
(6) Where the mair connected to is 8 inches or less it diameter the service
line must correct through a "wye" connection. Where the diameter of the rain is
greater than 8 inches the connection may be tapped into the main but the lateral
shall rot extend into the main for a distance greater than the thickness of the
shell of the larger pipe so that the lateral cannot cut down the capacity of the
main. In no evert shall any such joint be mortared or covered until inspected and
approved by the Little Rock Sanitary Sewer System inspector,
(7 ) The service line from the house, dwelling or building irto the main shall
be constructed of standard bell and spigot sewer pipe, meeting the requirements of
the current specifications of the American, Society for Testing Materials and shall
be laid substantially to grade without low places or "pockets ". Such pipes shall be
caulked with oakum and joined with a cement mortar or other suitable joining maternal
to form a tight joint and shall not be covered until inspected and approved by the
Little Rock Sanitary Sewer System inspector,
(8) Sewer pipe must be laid not less than one foot below the surface of the
ground if local conditions will permit. Sewer pipe or private property with less
than 6 inches of cover or in streets and alleys with less than one foot of cover
must be cast irony with standard joints caulked with oakum and lead and must be ap-
proved by the Little Rock. Sanitary Seger System inspector.
(9) Wash racks may not be connected with the Little Rock Sanitary Sewer System
unless provided with sand traps of a design approved by the Little Rock Sanitary
Server System that will prevent sand and dirt from entering the mains. Sueh traps
must be subject to the inspection of the Little Rock Sanitary Sewer System inspector.
(10) Hotels, restaurar:ts, and /or commercial businesses of any nature which have
greases incidental to cookirg, rendering and /or other operatiors, must be equipped
with an approved grease trap to prevent large amounts of grease from ertering the
mains of the Little Rock Sanitary Sewer System. Such traps shall be subject to the
inspection of the Little Rock Sanitary Sewer System inspector.
(11) In the construction of either mains, laterals, or service lines, bends
greater than 45 degrees shall not be used. Where it is necessary to make a 90 degree
turn in the lire two 45 degree bends shall be used.
(12) Smaller laterals entering man holes must be slightly above the grade of
the main sewer in order that these laterals may flow freely.
(13) +Therever sewer mains or laterals that are to be maintained by the Little
Rock Sanitary Sevier System are laid in soft, unsubstantial ground or quicksand, such
mains must be cradled with concrete or other suitable cradle material to prevent
saggir:g or pockets. Such installation shall be subject to inspection and approval
of the Little Rock: Sanitary Sewer System Committee.
SEC`!'IOY 4. All Ordinances and !arts of Ordinances ir, conflict herewith are
hereby repealed.
SECTION 5. Any persor firm or corporation violating any provisions of this
Ordinance or violating the rules and regulations properly promulgated hereunder
shall be deemed gailty of a misdemeanor and upon conviction in the Little Rock
A'uricipal Court shall be fined in any sum not less than $5.00 or more than $100.00.
Each day such violation cortir.ues shall constitute a separate offense.
In addition the Little Rock Sanitary Sewer System Committee shall have power
to order any connections or constructicrs made in violation of this Ordinance or
the rules promulgated hereunder, removed.
All fires collected hereunder shall be paid into the mairterarce account
of tho Little Rock Sanitary Sewer System Committee.
SECTION 6. If any section) paragraph or part of this Ordinance shall be
found to be unconstitutional or void by court of competent jurisdiction,, such
findings shall not affect the remainder of the Ordinance.
SECTION 7. WHERE,AS9 a unified and correlated sanitary sewer is necessary
for health of the citizens and much building is now in progress due to defense
activity an emergency is hereby declared to exist and this Ordir.ar.ee is found
to be necessary for the immediate preservation, of the public health, and that
same shall be in full force and effect from and after its passage, approval
and publicat ion.
