AN ORDINANCE CLARIFYING THE STATUS OF CITY EMPLOYEES WHO ENTER THE ARMED FORCES OF THE NATION DURING THE PERIOD OF NATIONAL EMERGENCY, DECLARING AN EMERGENCY TO EXIST, AND FOR OTHER PURPOSES. WHEREAS, the United States of America is engaged in the prose- � trf' yt�, and, tV - WHEREAS, all persons and agencies should cooperate with the United States of America to make the maximum manpower available for the armed services of the nation's forces, and, WHEREAS, certain employees of the City of Little Rock may feel a reluctance to enter said services and to run the risk of abandoning their positions and Civil Service status with the city, NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: Section 1. All employees of the City of Little Rock other than officials elected in the City general elections who enter the aerated forces of the United States of America whether by their volun- tary act or otherwise during this period of national emergency, are hereby granted a leave of absence from the City's employment; and on their honorable discharge from said armed forces or any other forces to which they may be transferred, they may return to the positions of employment held by them when they left the employ of the City, without loss of rank, and they shall retain the civil Service status held by them at the time that they left the City's employment, provided, however, that any person desiring to avail himself of the benefits of this ordinance must make application for '` eattt "4iYith the Civil Service Commission within one hundred and twenty (120) days after his discharge from said disarmed forces or his arrival within the Continental United States following said discharge, whichever shall occur last. Section 2. All examinations, promotions or employment to fill any of the positions vacated by persons and to the armed forces of the United States shall be subject to the provisions of this ordinance. Section 3. The efficient prosecution of the war in which the United States is now involved being of vital consequence to the public peace, health and safety, an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and approval.
