BE IT ORDAINED ICY 7-HE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
Section 1. 1Fdhenever a vacancy exists in any position of

nt covered by the Civil Service laws of the City of Little

Rock, said position of employment shall not be filled if the Mayor
and the head of the particular department and the appropriate com-
mittee of the Little Rock City Council charged with supervision of
the particular department, in their discretion, consider it undes-
irable or inadvisable that such position be filled; and the position
shall not be filled until the Payor and the read of the department
involved and the appropriate committee of the city Council considers
it desirable or advisable to fill such position.
Section 2. The efficient administration of the administrative
problems of the City of Little Rock being vital to the public

peace, health and safety,, an emergency is hereby declared to exist,
and this ordinance shall be in full force and effect from and after
its passage and approval.
