AN ORDINANCE AU"HCRIZING THE CONSTRUCTION CF A "VT_CTORY HOUSE"
ON EAST CAPITOL AVENUE IP -lTIEDIATELY EAST OF THE INTERSECTION OF
MAIN STREET AND EAST CAPITOL AVENUE, RErEALING ALL CRDTItiTA.NCES IN
C" NFLICT, D71CLAR%NG AN EMERGENCY, AdD FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL `F THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. Permisssion is hereby granted to erect a "Victory
House" in and on East Capitol Avenue immediately east of the
intersection of h -lain Street and East Capitol AAue, and the City
Engineer is hereby authoiTized and directed to issue a building
permit for same.
The Building permit mentioned in Section 1 of this ordinance
shall not be issued until the plans for the construction of the
"Victory House "
shall
have been approved
by the City
Engineer and
the Chief of the
"ire
Department.
Section 2. All ordinances and parts of ordinances in conflict
herewith are hereby repealed insofar as they do conflict.
Section 3. Whereas, the Victory Hous4 mentioned above will
contribute materially to the sale of War Savings Bonds and will be
of vital assistance in this City's cooperation in the urosecution
of the war effort during this period of the national emergency, and
Whereas, the said Victory House will provide a
needed _,lace wherein worthwhile civic organizations can meet in
promoting the commoh good,
An emergency is hereby declared to exist, and this
ordinance shall be in full force and effect from and after its
