SECTION 3. Because the salaries at resent aid b the City ,A P P Y y s 4 ooiC are inadequate and insufficient= and because tl± k v^ �i ' � *eying on *ad, discharge of city functions requires that 1 salaries be maintained at adequate and satisfactory levels; and because increases set out in the foregoing ordinance will improve and promote efficiency and the proper discharge of municipal functions, an emergency is hereby declared to exist and this ordinance, having been found necessary for the preservation of the public peace, health and safety, shall be in full force and effect according to its terms from and after its passage.
