SECTION 1. There is hereby created the position of Director of Public .;
of the City of Little Boat, Said Recreation Director shall be x*iWad. Chosen

Recreation, shall be $300.00 (Three Hundred Dollars) per month, to be paid out of
the General Pond. Said Director shall mate a monthly report of the activities of
the department to the Mayor and City Council,
SECTION 2, In order to finance a year- around program of public
recreation and entertainment, the City Collector of Little Rock is authorized to
receive from any persons, firms, associations, or corporations, voluntary gifts
of funds. The Collector shall deliver all such funds to the City Treasurer who
shall keep and maintain same as a trust separate from all moneys of the City of
Little Rock. The City Treasurer shall designate same as *Recreation Trust Pend *,
and disbursements therefrom shall be made by the Treasurer upon voucher issued
adi signed by :lye Director of Public Recreation, and approved by the parks
Committee of the City Council.

SECTION 3, The position of Director of Public Recreation, shall not be

Sic Hundred Dollars), raised by voluntary donation, whereupon said position shall

SECTION 4. The Parks Committee of the City Council shall meet fortly-

Parks Committee are hereby made binding and effective, and they shall control
i
tbs'policies of the City of Little Bock in providing public recreation, and
entertainment through the office and facilities of the Director of Public
Recreation. Said rules and regulations may be altered at the will of the Parks
Committee.
If desired by it, the Parks Committee may nominate one or more persons
who are members of the Little Rock Public School System and of civic and religions
bodies within the City to serve with it in an advisory capacity.
SECTION 5• The Director of Public Recreation shall arrange for,

conduct, and supervise public playgrounds, playfields, indoor recreation centers,
and other recreation areas and facilities owned or controlled by the City, except-
ing the municipal swimming pool, the control and supervision of which is already
reposed in another agency of the City. Be shall have the power to conduct any
form of recreation or cultural activity that will employ the leisure time of the

private facilities and properties with the consent of the authorities and owners,
respectively, thereof, and he may co- ordinate such activities with those of
School Boards, private agencies, nearby municipalities and County suthorities.
SRCTIOR 6. True and accurate records of the Recreation Trust Pund
shall be maintained by the Director of Public Recreation, who shall, on the last
day of each month, prepare and submit to the Parks Committee a monthly itemised
account of receipts and expenditures. Said account shall be approved by the City
- Treasurer and, after its examination and approval by the Parks Committee, it
shall be filed in the office of the City Clerk as a permanent public record.
Annually, in the month of January, the City Treasurer shall file with
the City 01ork a complete report of income and disbur•emests of the Reerestios -t
Trust Pund, which report shall have first been approved and signed by the
Director of Public Recreation and by the Chairman of the Parks Committee. At
the first meeting of the City Council foll6wing the filing of said annual report,
the City Clerk shall submit same to the Council for its approval.
SECTION 7. All ordinances and parts of ordinances in conflict here-
with, excepting Ordinance 4597, April 29, 1930, are hereby repealed, and, it
having been determined by the City Council of Little Rock, Arkansas, that whole-
some public recreation and entertainment is an effective deterrent to delinquency
and contributes to the morale and general welfare of the people, an emergency is
hereby declared and this ordinance small be in fall force and effect from and
after its passage.
