AN ORDINANCE AUTHORIZING THE PAYMENT TO CITY FIRE -MEN OF ADDITIONAL
PAY FOR OVERTIME SERVICES; DECLARING AN EMERGENCY; AN"°`

WHEREAS, the Fire Department is losing many men to the Armed
Forces of the United States of America, and
WHEREAS, it is impossible to replace immediately those employees
who are being lost to the Armed Forces, and
?'THEREAS, it is highly desirable that the Fire Department be
able to call on the services of the remaining trained men, and
WHEREAS, it is just and fair that the City should pay for any
extra services so performed, now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Chief of the Little Rock Fire Department is
hereby authorized to request regular employees of the Fire Depart-
ment to perform services in the Fire Department outside of the
regular hours of employment of said employees.
SECTION 2. In the event that such additional services by em-
ployees of the Fire Department be requested and utilized, the
Senior Captain in charge of the fire station out of which the man
is employed shall report such fact to the Chief of the Fire Depart-
ment at the same time and in the same manner as the normal employ-
ment and services are reported; and the employee performing said
overtime services shall be paid for his overtime services at the
rate of pay for third year hosemen in the Fire Department, based
on an average employment of eighty -four (84) hours per week; and
such overtime pay shall be made twice a month at the same time as
the usual pay for regular services is made.
SECTION 3. Before any employee of the Fire Department shall be
eligible to receive overtime pay he shall be required to give the
City the same hours of employment as are now customary in the
Fire Department.
SECTION 4. No employee of the Little Rock Fire Department
shall henceforth accept any outside employment for hire apart from
his duties to the Fire Department unless the Fire Department shall

have no need for his services during such time of outside employment.
SECTION 5. This ordinance shall be effective until six months
after the termination of the present national emergency.
SECTION 6. All ordinances and parts of ordinances in conflict
herewith are hereby repealed.
SECTION 7. Because the Fire Department is under - manned; and
because it is necessary that the Department be able to call on the
skilled services of trained firemen; and because it is just and
fair that the City of Little Rock should pay for any such extra
services performed by the city firemen; and because this is necessary
to secure the most efficient Fire Department possible under the
present national emergency, an emergency is hereby declared to
exist and this ordinance, being necessary for the preservation of
the public peace, health and safety, shall be in full force and
effect from and after its passage.
