HomeMy WebLinkAbout6683t ORDINANCE NO • 66____ 3 AN ORDINANCE CREATING THE DIVISION OF VITAL STATISTICS IN THE LITTLE ROCK HEALTH DEPARTMENT; CREATING THE POSITION OF STATISTICIAN; TRANS- FERRING RESPONSIBILITY FOR VITAL STATISTICS RECORDS FROM THE CITY CLERK TO THE DIVISION OF VITAL STATISTICS; PROVIDING FOR THE KEEPING OF VITAL STATISTICS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 1. The Division of Vital Statistics in the Little Rock Health Department is hereby created. SECTION 2. The position of Statistician in said Division of Vital Statistics is hereby created. The person to fill said position of Statistician shall be chosen by the Civil Service Commission in the manner provided by law, and shall receive a salary of Seventy - Five Dollars ($75.00) per month, out of the General Funds of the City of Little Rock at the time and in the manner that salaries of other City employees are paid. The person chosen to fill the position of Statistician shall maintain all records of births and deaths of persons within the corporate limits of the City of Little Rock and shall dis- charge such other duties in connection with the Division of Vital Statistics as the City Health Officer may require of him. SECTION 3. The duty and responsibility of keeping records of birthsand deaths is hereby transferred from the City Clerk to the Division of Vital Statistics created in Section 1 of this Ordinance. SECTION 4. A report of all births, still births and deaths shall be made to the Division of Vital Statistics in the Health Department, which report shall contain all of the information concerning vital statistics required by the Rules and Regulations of the Arkansas State Board of Health (1940 Edition). SECTION 5. The Division of Vital Statistics in the Health Depart- ment shall maintain records showing all births, still births and deaths occurring within the City of Little Rock, Arkansas, which record shall include all information required to be kept by the Rules and Regu- lations of the State Board of Health mentioned in Section 4 of this Ordinance. SECTION 6. Any person, firm or corporation violating any provi- sions of this Ordinance shall be guilty of a misdemeanor, and upon conviction, shall be fined in any sum not less than Fifty Dollars ($50.00) and not more than Five Hundred Dollars ($500.00). SECTION 79 The City Health Officer is authorized to issue burial permits and to compile and tabulate data and other statistical infor- mation concerning births, deaths and disease in the City of Little Rock. SECTION 8. All fees which may be received by any City employee by virtue of being appointed Registrar under the State Health Department for Big Rock Township or other fees from the issuance of birth and /or death certificates, burial permits and /or transfer permits (as provided under this ordinance) shall be deposited with the City Collector to the credit of the General Revenue Fund of the City; said settlements to be made not later than the 10th day of the calendar month following receipt. SECTION 99 All laws and parts of laws in conflict herewith are hereby repealed. SECTION 10. Because the maintaining of Vital Statistics Records is important to the welfare of the City of Little Rock; and because it is also important that Vital Statistics in a permanent form be main- tained at the earliest practical date, an emergency is hereby declared to exist, and this Ordinance being necessary for the public peace, health and safety, shall be in full force and effect from and after its passage.
