AP? ORDINANCE APPROPRIATING x°6,000.00 OUT OF THE AIRPORT CONSTRUCTION
FUND FOR PAYi$ENT TO THE CARTER CONTRACTING COI,1PANY; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. The sum of $6,000.00 is hereby appropriated out of
the Airport Construction Fund, and the I,iayor and City Clerk are
hereby directed to issue the '.`:arrant of the City in the amount of
$6,000900, drawn on the Fund indicated, making said ';;arrant payable
to the Carter Contracting Company. Said 71arrant shall be paid over
when the 11ayor has received from the architect superintending the
improvements and construction work at the Municipal Airport, a cer-
tificate or certificates showing that the Carter Contracting Company
is entitled to said amount.
SECTION 2. Because if the City is to receive the maximum
advantage of its contracts, it is essential that the City conduct
its business matters with the maximum efficiency and in accordance
with established commercial practices; and because usual business
and commercial practices entitle the Carter Contracting Company to
the immediate receipt of the sum of money appropriated in the fore-
going ordinance; and because this ordinance will make said sum of
money available to the said Carter Contracting Company and enable
the City to receive the maximum advantage from its contracts now and
hereafter, an emergency is hereby declared to exist, and this ordin-
ance, being necessary for the public peace, health and safety, shall
be in full force and effect immediately upon its passage.
