BE IT Oi {DAViIED BY THE CITY COU'JCIL OF LITTLE 1,110CH, Ai = ,'ANjS'AS: Sr,CTION 1. The person chosen to fill tine position of Personnel Director shall, be a man at least thirty years old and possess the following minimum qualifications: le (a) At least two years' study at an accredited college or univer- sity Trith satisfactory mar.;s or grades in a reasonable con- bination of courses in psychology, personnel management, labor problems, econories, social science, political science, in- dustrial engineering, and tests and measurements; and at least three years. within the last ten years of successful full -time paid employment, (1) -in a responsible position as an administrator of or adviser on public or private personnel problems embracing a large nuraber of persons, which employment included the construction and administration of examination, or (2) in teaching in the fields of psychology, public or business administration, personnel nanagement, students' consultant and adviser, or related fields, such teaching ex- perience to have included the construction and administration of examinations, or (b) An equivalent combination of education and experience, sub- stituting one successfull;T completed gear of - raduate study in psychology, personnel r1- .nat;ement, industrial engineering, or business administration for one year of the required ex- perience, with a maximun substitution of one year. 2. Thorough knowledge of public and private personnel adminis- tration, including construction and administration of formal tests, recruitment through merit examinations, certification, classification and placement, and modern offi -be methods and procedures and equipr =ent, giving satisfactory evidence of same to the Civil Service Commission by'a4" assing grade in an examination in these subjects. �j 30 Ability to exercise good judgment in 7Enalyzing situations and in making- decisions, to ;direct i �e Won of others, t ncisely and"to present comments and opinions clear ard co deal tactfully with the public and with staff members; super- visory ability; neatness of appearance; good physical condition; giving satisfactory evidence of same to the Civil Service Commission by an investigation and a passing grade in an in- terview administered by the Civil Service Commission. 4. :hen, in the judgment of the Civil Service Commission, the other qualifications of an applicant for the position of Personnel Director justify it, the Civil Service Commission may ; *naive one gear of the required two years' study at an accredited college or university. SECTION 2. The Personnel Director shall discharge the follow- ing duties, among others: 1. To supervise and administer examinations for the purpose of estab- lishing registers of persons eligible for employment and promotion among the City employees, including the preparation of examination announcements and the construction of examination material; the review of applications for completeness and eligibility; the selection of places for holding examinations in connection with the Civil Service Commission; to grade examinations and to deter - Nine a basis for rating education and experience; the investiga- tion of character, education and experience of applicants; and the maintaining of all necessary records pertaining to the examination program. 2. To prepare and arrange for the distribution of suitable publicity of all examinations pro rams in accordance with sound -recruitment methods. 3. To be responsible for the certification of naves fron the reSis- ters to the heads of departments affected, and to see that all appointments_ and promotions are_ in accordance with the Civil--_. Service laws and regulations. - -= - 4. To receive appeals from examination ratings, dismissals, suspen- sions, and demations, ,rp4ie7 and_ present them to the Civil Service Commission-and arrange for hearings thereon, when requested. 5. To plan in cooperation with the Civil Service Commission an effective program for the interpretation of the '_erit System and its operations to the public. 6. To assist department heads in the preparation and conduct of in- service examinations ar.�ono City employees. 7. To act as Secretary to the Civil Service Commission. 8. Such other assorted duties as the Civil Service Commission may from time to t ir.e per s cr ibe . SECTION 3. The person chosen to fill the position of Personnel Director shall receive a salary of j225.00 per month, ',-r..ich salary may be increased by the majority vote of the Civil Service Commission and the iiayor to an amount not to exceed X300.00 per rionth, no one increase to be greater than X25.00 per rionth and no increase to be made within six months follo,,rir_,- employment or following any salary increase. In'the event that a salary increase is -.,ade, the Civil Service Commission shall certify the fact of such increase to the City Clerk before said increase shall be effective. SECTION 4. Because the present salary of the Personnel Director is inadequate for the services performed and to be performed; and be- cause the present inadequate salary exposes the City* to the danger of being without the services of a Personnel Director, to the detriment of the various essential functions of the City; and because the salary fixed in Section.3 of this Ordinance will enable the City to retain a competent' Personnel Director; r.nd because the salar -y fixed in Section 3 of t.is Ordinance is cor!.Zensurate ,•rith the duties of the position and with the salary paid by private business for similar services, an er:rergency is hereby* declared to exist, and this Ordinance; being necessary for the public peace, health and safety, shall be in full force and effect immediately upon its passage.
