AN ORDINANCE TAXING BUSINESS OF TATTOOING; DECLARING AN EMERGENCY;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION is The business or trade of tattooing in Little Rock,
Arkansas is hereby found and declared to be a privilege, and no

firm or oorp- oration shall engage in said business or trade
of tattooing without first obtaining from the City Collector a
license therefore
SECTION 2e The City Collector shall issue a license to a
person, firm or corporation authorizing the engaging in the business
or trade of tattooing only upon payment in advance of a privilege
tax of $25.00 a month and receipt of a certificate from the City
Health Officer approving, from a health standpoint, the method or
methods of tattooing employed by the applicant.
SECTION 3. Application for the certificate from the City
Health Officer mentioned in Section 2 of this ordinance shall be
on a form to be furnished by the City Health Officer which form
shall give full information as to the method or methods of tattooing
to be employed by the applicant and any information considered
pertinent.
SECTION 4e Tattooing is defined to be permanent or semi-
; permanent imprinting on the skin of the human body of letters or

designs' or the marking or coloring of the skin of the human body
by pricking in coloring matter so as to form indelible marks or
figures or by production of scars-
- SECTION 5. It is hereby declared to be a misdemeanor for any
person:, firm or corporation to engage in the business or trade of
1 tattooing without first obtaining a license therefor.fr'am the City
Collector as provided above; and it is further declared to be a
i misdemeanor for any person, firm or corporation to make any false
statements in its application to the City Health Officer or to
pursue any method or methods of tattooing at variance from the
method or methods set out in the application- Any misdemeanor
under this ordinance shall be punished by a fine of not less than
$25-00 or more than $200 -00, and each day that said violation con -
tinues shall constitute a separate offense.
SECTION 6e Because tattooing is now unlicensed and the public
health is exposed to great danger and various skin diseases as a
consequence, an emergency is hereby declared to exist and this
ordinance is Pound to be necessary for the preservation of the public
! peace, health and safety and shall be in full force and effect from
and after its passage*
