WHEREAS, the City of Little Mock is obliged to incur a definite expense in connection with applications for changes and variations in the Zoning Law, and WHEREAS, it is only fair and just that these expenses should be borne by the persons seeking to obtain such changes or variations, now therefore BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Clerk is hereby directed to refuse to accept any application or petition for a change or variation in the Zoning Law affecting any parcel of property in the City of Little Rock until and unless the person presenting the application or petition exhibits to the City Clerk, a receipt from the City Collector showing the payment to the City Collector of $12.50. SECTION 2. Because at the present time many petitions and applications for zoning changes are being presented to the City government, and because such applications involve expenditure on the part of the City of considerable money; and because it is unjust and inequitable that such expenses be borne out of the general revenues of the City; and because this inequitable situation should be corrected so that the City's revenues will not be expended for such purposes, an emergency is hereby declared to exist, and this ordinance is found to be necessary for the preservation of the public peace, health and safety and shall be in full force and effect from and after its passage.
