BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 1. The salaries fixed in Section 1 of this ordinance shall begin and be effective as of and after July 1, 1945. SECTION 3. Because the salaries at present paid by the City of Little Rock are inadequate and insufficient to enable the employees to maintain a satisfactory standard of living; and because the proper ca.rryinC on and discharge of City functions requires that salaries be r maintained at adequate and satisfactory levels in order to enable the City to attract and retain employees necessary for the discharge of municipal functions; and because the increase set out in the fore- going Sections of this ordinance will improve and promote efficiency in the respective departments and prevent the loss of services in said departments, an emergency is hereby* declared to exist and this ordinance bein- necessary for the preservation of the public peace, health and safety, shall be in full force and effect from and after its passage.
