AN ORDINANCE DECLARING IT TO BE A PRIVILEGE TO CONDUCT CERTAIN BUSINESSES
IN THE CITY OF LITTLE ROCK, ARKANSAS- LEVYING AN OCCUPATION TAX ON THE
PRIVILEGE OF CONDUCTING SUCH BUSINESSES, DECLARING AN EMERGENCY, AND FQR
OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. It is hereby found and declared to be a privilege for
any person, firm or corporation to operate or conduct in�:the City of
Little Rock, Arkansas, a business or business establishment engaged in
the retail sale of food �"Rbsxea when any such buai or

{ business establishment, in Taition to the prides sharged !er the loed
and /or beverages, makes a charge on the patrons patronising same for the
privilege of entering the establishment (such charge being commonly known
as a "door charge *), or makes a charge on the patrons for the privilege
of purchasing the food and /or beverages served therein (such charge being
commonly known as a "cover ohargeO), except where some adequate form of
entertainment is provided, such as orchestra or floor show, and no person,
firm or corporation shall enjoy the privilege of engaging in the business
described above without first obtaining a license therefor from the City
Collector; and the City Collector is hereby directed to issue such a
r license on payment to him of One Thousand: Dollars ( #1,000.00); per amen
for the privilege of engaging in such a business. Provided, however,
that the City Collector is directed to issue a license for such a
business for the remainder of the 1945 calendar year on pW ment to the
City Collector by the applicant for such a license of Five Hundred Dollars
($500.00).
SECTION 2. This ordinance shall be in full force and effect as
of and after July 1, 1945-
SECTION 3. Because persons in the City of Little Rook are now
engaged in the business described in Section 1 of this ordinance without
ebtai.Qi.ng a license therefor, and_beeause therefore-the City is being x
denied of revenue which it finds to be essential to the various depart-
ments in the City Government; and because the functioning of the City
Government is in danger of impairment without the additional revenue to
be made available under this ordinance,, an emergency is hereby declared
to exist and this ordinance is found to be necessary for the preservation
of the public peace, health and safety and shall be in full force and
effect from and after its passage.
