AN ORDINANCE ESTABLISHING A TYPHUS CONTROL PiOGRAM FOR LITTLE ROCK, ARKANSAS, CREATING VARIOUS POSITIONS OF EMPLOYMENT AND CREATING A REVOLVING FUND FOR TYPHUS CONTROL, DECLARING.AN EMERGENCY, AND FOR OTHER PURPOSES. WHEREAS, the City Council finds that Little Rock needs to inaugurate a program to control the spread of typhus, now therefore,' BE IT ORDAIN T3 BY THE CITY COUNCIL OF—' LITTLE ROCK, AR NSAS. SECTION 1. The position of Typhus Control Inspector in the Health Department is hereby created. The person chosen to fill said position shall be chosen by the Civil Service Commission in the manner provided by law and shall receive as monthly salary such amount between One Hundred Seventy Five Dollars and Two Hundred Twenty Five Dollars per month as may be fixed by the City Health Offi.cer with the advice and consent of the City Council Health Committee, as said Committee may now or hereafter be constituted. The duties of said position shall be to make inspection for the need of typhus control and all other inspection for the purposes of i s. determining the aiiequacsy of -typhus control efforts. Said Ispeet�. shall be directly answerable to the City Health Officer or to such other person as the City Health Officer may designate, and shall perform the above duties set out and any other that may be assigned by the City Health Officer. The Inspector's salary shall be paid out of any appropriate fund of the City of Little Rock. SECTION 2. The City Health Officer is further empowered to employ from time to time such casual or temporary employees as in his opinion may be necessary to do rat- proofing and rat ]a,91soning in the Typhus Control Program. Such a person so employed shall receive. as monthly salary the amount fixed by the City Health' 'Officer wit h.the advice of the City Council Health any said salary shall not be`less than One or more than One Hundred Fifty Dollars per sistent with the scale of wages prevailing Rock. The sum of Nine Thousand Dollars is hereby appro- priated out-of the General Funds of the City of Little Rock for pay- ment to the Little Rock Typhus Control Fund, which money together with any other money that may come into said Fund, shall constitute a permanent revolving fund to cover the interim cost of any Typhus Control Program undertaken by the City of Little Rock pending re- payment to the Fund by persons benefited from such program. The Mayor and City tCla`hW are hereby authorized to i,4sue ►� of'the City, drawn on the General Funds of the City, payable to aaid Little Rock Typhus Control Fund. There is hereby transferred to said fund that equipment and those materials received by the City as it's distributive share in the distribution of the Typhus Control } - y , Fund originally collected by the Lions Club of Little Rock. j . i SECTION 4. The City Health Officer and the City Collector Are hereby authorized to handle all transactions affecting the Little Rook Typhus Control Fund, including cashing the Warrant mentioned in Seotion3 of this ordinance; and said officials shall give to the City Council a report once every three months of the transactions affecting said Fund. ,x y. SECTION 5• The City Health Officer shall give bond in the sum " of Ten Thousand Dollars, written with some approved Surety Company, for the faithful administration of the money and /or materials handled by him in the Little Rock Typhus Control Fund. SECTION 69 Because the City Council has found that the disease of typhus is increasing in it's incidence in or about the City of Little Rock and because such disease contains great and terrible ' , danger for the people of this Community and because it is vital that efforts be undertaken immediately to prevent the spread of this disease, because the above program is found to be urgently needed to pry' _ 4?.�, the spread of this disease, an emergency is hereby declared to exist, and this ordinance is found to be necessary for the protection, of the. public peace, health and safety and shall be in-full force awd elfsot from and after its peg "ssage.
