EDWIN LOWE, DOING BUSINESS AS THE SOUTHLAND BENCH COMPANY, TO PLACE METAL WASTE PAPER RECEPTACLES ON THE STREETS IN LITTLE ROCK, ARKANSAS. WHEREAS, the unsightly condition ofour streets caused by Lhe in- discriminate throiring of i- %ste paper and other refuse materials thereon, and WFIFIREAS, there being no waste containers or receptacles on the streets in which the public may deposit such waste materials, now therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS, that SECTION 1. J. Edwin Lowe, of Little Rock, Arkansas,, doing business as the SOUTHLAND BENCH COMPANY, is hereby granted the exclusive right and privilege to place metal waste receptacles on the streets of Little Rock in which waste paper and other waste materiels may be deposited for removal by the proper authorities of the street cleaning department, and SECTION 2. That J. Edwin Lowe, doing business as the SOUTHLAND BENCH COMPANY, is hereby granted a i:ranchise for a period of fifteen (15) years from this date (renevable at the pleasure of the Council) to place such metal recepta,,sles ou the streets of Little Rocc, and is granted permission to sell advertising space on the outside of such receptacles, provided. that no advertisements of whiskey. wine or beer shall at any time be permitted. Location of all such receptacles to be approved by the City Engineer. SECTION 3. All receptacles are to be in accordance 1,ii,h the speci- fications set forth in the petition for this Ordinance and on file in the office of the City Clerk, Receptacles to be entirely of metal, ap- proximately 45 inches high by 22 inenes wide, having an inner metal re- movable lining to facilitate emptying. Container anchored to a concrete base for stability and is entirely fire proof. SECTION 4. All Ordinances and parts of Ordinances in so far as they conflict herewith are hereby repealed, and this Ordinance shall take effect from its pa° =sage and approval.
