ORDINANCE NO.
AN ORDINANCE PROVIDING FOR THE CLOSING OF THE ALLEY IN BLOCK
299, ORIGINAL CITY OF LITTLE ROCK, ARKANSAS; AND DE-
CLARING AN EMERGENCY.
WHEREAS, a manufacturing concern desires a location
in the City of Little Rock sufficient to house the various
branches of its business now being operated in the City of Lit-
tle Rock; and
WHEREAS, John B. Morris is the owner of Block 299,
of the Original City of Little Rock,on which he is willing to
construct a building to accomodate the entire business of said
manufacturer, provided the alley in said block is closed so that
a building sufficient in size can be constructed to accomodate
said manufacturer; and
WHEREAS, the construction of said building will offer
employment to the citizens of Little Rock and will not interfere
with any other owners in said block; and
WHEREAS, said building, when completed, will furnish
increased employment to a large number of employees and will
also yield increased taxes and privilege taxes to the City of
Little Hock, thereby greatly benefiting said City and its in-
habitants, and it would, therefore, be to the best interest of
theCity that said alley be closed and the construction of said
building permitted: NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
Section 1. That the alley in Block Two Hundred and
Ninety -nine (299) , of the Original City of Little Rock, running
East and West, be and the same is hereby,,, closed and abandoned

forever and the owner authorized to construct a building cover-
ing said alley in accordance with the laws andordinances now
existing.
Section 2. It is ascertained and declared that lack
of adequate buildings for the housing of manufacturing concerns
is greatly retarding the industrial growth of the City and les-
sening the opportunities of employment for its citizens, and
that the improvements authorized by this ordinance would improve
said conditians and increase the work for the citizens of Little
Rock and provide working quarters ample, healthful and desirable,
and greatly improve the working conditions of the working people
of the City and thereby add to the peace and happiness of the
City. It is, therefore, declared that an emergency exists and this

ordinance is necessary for the immediate preservation of the
public peace, health and safety, and that this ordinance shall
take effect and be in force from and after its passage.
