AN ORDMNCE, AUlB?RIBING AND DIRECTING THE MAYOR AND CITY CLM TO ZCWuPE A LEASE TO A PORTION OF ADUG • FIELD TO PBn ANDER SMITH COLLEGE; DECURING AN NMGNNCT AND FOR OTM PCRMNS IE18, Philander Smith College, an educational institution of Little Rock, Arkansas, has qualified for instruction of veterans in aeronautics and aviatlen, and in that capacity will have need for erection and use of elassroems and office rooms in connection with said aviation program; and WEMMA89, the Federal Works Agency of the Mnited States of America, duly authorised by law, has offered to provide and erect certain buildings for Philander ftith College on the Municipal Airfield of Little Rock, Arkansas, for use and instruction in connection with the said program of aviation on certain terms as outlined; and WERUMSt the said Philander Smith College has made application for such site on the grounds and promises of the Municipal Airfield belonging to the City of Little Rock; BE IT ORDAINED BY THE CITY COUIglIL OF LITTLE ROCKS 8=10N I. The Mayor and City Clerk are hereby authorized and directed to enter into an agreement with and lease to Philander Smith College, an educational institution of Little Rock, Arkansas, a site to be specifically described in the lease for the erection of such classrooms as necessary for use as office space and instruction of said school in connection with its-curriculum and program of aviation. SECTION ZLe That the agreement of lease shall be for and in consideration of the stmt of 51.00 per annum, for a term of six (6) years, renewable for such further period as may be necessary. That the said lease shall provide for ingress and egress at all times, so long as the facilities are used for the purposes herein expressed, and for the term or such further term as may be agreed upon. And, the said lease shall further confer upon Philander Smith College, the authority to grant to the United States of America, its officers, employees, contrasPe=, and the contractors• employees, the right to enter upon and use such site or sites to perform thereon such acts and things as may be necessary to provide such educational facilities. 820TION III. That the lease shall provide for removal of any and all buildings placed .. 2-0 upon the said site and such further rights, immunities and privileges as may be incidental to the granting of said lease, and the successful operation of the training program as hereinabove set out. SMION IV. Because the enactment of this Ordinance is necessary to the growth and expansion of the program of education for veterans of World War II, it is hereby declared that an eaerkaM does exist, and this Ordinance being necessary for the public peace, health and safety, shall be in fUU force- and effect from and after its passages PAID= January 27, 1947.
