ARKANSAS:
SECTION 1. Recombined or re cons titute4 milk and milk
products mentioned in tl-)is ordinance shall be taken to mean the
same products as defined in definition J of Section_. 1 of
Ordinance Member 7023, and the sale thereof shall be permitted
in the City of Little Rock subject to the conditions contained
herein. All reference to Grade "C" included in said definition
J of Section 1 are 'hereby deleted, from said definition. The
words "recombined", and "reco:.stituted" for the purpose of this
ordinance shall have the same meaning.
SECTION 2. It shall be unlawful for any person who has
been granted a permit under Section 3 of Ordinance Number 7023
to receive, store, bring: or have brought, onto the premises cover-
ed by the above mentioned permit, any unE-raded or dried creazil or
unsalted butter which has been made from un!•raded cream; any
unsweetened condensed whole milk, unsweetened condensed skimmed
milk, powdered whole milk or powdered ski.rred milk, or other
concentrated rrilk or cream solids, .rhich may be recombined into
market cream or tivrbole milk, or skimmed milk which could be used
for market milk or cream purposes, without first Navin,- obtained
written authorization from the health Officer.
SECTION 3. Any person desiring to receive any of the
above mentioned products shall apply to the health Officer in
writing, on a form provided by him, for permission so to do, -iv-
inn, th.e reasons therefor, and all other information the Health .
Officer may require. If authorization is - -ranted the applicant
shall keep an accurate record of the usa -•e of all such products

received, and said records shall be made available to the Health
Officer, upon recuest, at ' ^is discretion. Bills of la.dinc, I
in-
voices, Purchase orders, and all oti-or records needed to determine
the volume of each shipment shall also be made available to the
Health Officer, upon request, and at his discretion. If permiss-
ion is Pranted it shall be for a specified tir;:e, same to be
stated in the letter of authorization, but may be extended at the
discretion of the health Officer.
If any of the products mentioned in Section 2 of this
ordinance are to be used in whole or in part for narket riilk or
cream purposes the applicant s1_a.11 subrit to the s =ealth Officer
a proof or sample of the label -co be used on such products,
�Ihich must be available before authorization is - 7ranted.
If investiMation shows "c"at trade "All or "B" raw milk
and crear:1. supplies are adequate for Little ;pock, or tllrou h the
cooperative efforts of the dairy industry and Health Department
can be made adequate `.within a_ reasonable time, authorization shall
be denied; otherwise, it may be approved.
SECTION 4. All recombined cream sold by any person
holdinf- an unrevoked per:riit issued under Section 3 of Ordinance
No. 7023 shall be labeled with:
(1) Iar�e of Distributer
(2) L'he 'cords, " "ecorabined Pasteurized Cream."
All recombined milk or milk products and /or all Mraded milk and
milk products that have been made from, or contain8, ungraded re-
coribined milk or milk products, shall be labeled ,,ith:
(1) Name-of Distributor
(2) The viords, "Recombined, Pasteurized, TTilk or
Buttermilk," as the case maybe. If the product
has been cultered the Word "Cultered" shall also be used.

and type approved by the fiea_lth Officer.
SECTION 5. No milk or milk products which have been
made from, or contain recombined milk or milk products shall be
sold unless the final product had been properly pasteurized in a
Crade "A" milk plant hcldin�r an unrevoked permit as provided in
Section 3 of Ordinance T o. 7023, except in the case of cultured
buttermilk, which may also be sold by any Grade "A" Retail Rat:

All milk and milk products which have been made from,
or contain recombined milk or milk products shall be pasteurized,
cooled, and bottled after all (7raae "A" milk a.nd milk products have
been placed in their final containers, or in lieu thereof all
equipnr_ent must be v,ashed <�nd .terilized between operations.
SECTION, 6. Penalty: An -7 parson convicted of a
violation of any of the provisions of tl is ordin <)nce sr',,-all be

constitute a serarate offense.
SECTIOTT 7. Repe _l and Date of _',effect: All ordinances
and parts of ordinances in conflict herewith are hereby- r - pealed,
and as the public health, peace ana safet�T are directly affected
by the provisions of ti -_is ordinance, an emergency is hereby de-
clared to exist and t is ordinance shall be in full effect from
and after its passa,_.e.
