T do .16 ORDINANCE NO. 1319* AN ORDINANCE ABOLISHING LOADING ZONES AND TIME PARKING ZONES UNDER 5D.M OW ESTABLISHING A PERMIT FEE FOR LOADING ZONES 3 AND 10 MINUTE PARKING ZONES, AND FOR OTHER PURPOSES. WHEREAS, The City of Little Rock now has on its streets various unloading and parking zones which have been placed upon the streets without due consideration given to the gen- eral public, and .. r ;:'(AS Such zones have lessened the amount of parking space of automobiles and other vehicles within the City of Little Rock, and that there is a great need for additional park- ing space for automobiles in said City, NOW THEREFORE BE IT ORDAINED BY-THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. From and after the effective date of this ordinance all parking zones of less than thirty minutes time limit duration, and loading and unloading zones are hereby abolished. SECTION 2. It shall be the duty of the Captain of the Traffic Division of the Police Department of the City of Little Rock with approval of the Public Safety Committee, from and after the effective date of this ordinance to designate such loading, unload- ing, and parking zones as in their opinion will best serve the gen- eral public. Such areas shall be designated by them and a record kept thereof. SECTION 3. Any person, firm, partnership, or corporation may, after the Captain of the Traffic Division has designated such above described zones, make application to the Captain of the Traffic Division for loading and unloading zonev 3 minute parking zone, or a 10 minute parking zone, provided such requested zone is adjacent to pr©perty occupied_ by such person making the request. SECTION 4. In the event such request is approved by the ^ '' Gap'ain of the Traffic Division and the Public Safety Committee, then suleh person making such request shall pay to the City of Little Rock an annual fee of $1.00 per foot per year for the purpose of covering the expense of the City in painting, designating with appropriate signs, and otherwise maintaining said limited parking, or unloading zones. Such payment shall be made to the City Collector on or before the 1st day of July of each and every year. �s z -2- SECTION 5. The person or persons who own the property adjacent to any zone designated by the Captain of The Traffic Divi- sion and- "kpproved by the Public Safety Committee, shall not be re- quired to pay said maintenance fee as required by this ordinance, pro- vided such zone is designated by them for the convenience of the gen- eral public as provided in Section 2 hereof. It is hereby declared to be unlawful for any pereon, firm, or corporation to paint the curb, sidewalk or any part of the street of the City of Little Rock in any manner whatsoever, and it whall be unlawful for any person, firm, or corporation to designate any part of any street of the City of Little Rock as being limited in any manner with respect to parking thereon. Any person violating the provisions of this section shall, upon conviction thereof, be fined in any sum not less than $25.00 nor more than $100.00, and each day of such continued marking shall constitute a separate offense. SECTION 7. All ordinances and parts of ordinances in y conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage and approval.
