AN ORDINANCE AMENDING SECTIONS 13, 14, and 18 OF ORDINANCE #7181,
AN ORDINANCE REGULATING MOTOR VEHICLES FOR HIHEI AND FOR OTHER
PURPOSES.

SECTION 1. That Section 13 of Ordinance No. 7181 be amended
to read as follows:
SECTION 13. When a public vehicle stand is occupied by the
full number of the vehicles authorized for such stand, no vehicle
shall loiter or wait nearby for the purpose of occupying space on
such stand. No private vehicle shall at any time occupy any pub-
lic vehicle stand. Public vehicles shall occupy only public vehi-
cle stands designated for their use in accordance with the type
of operation for which they are licensed. The driver of a bus or
taxicab shall not stand or park upon any street in any business
district at any place other than at a bus stop, or taxicab stand
respectively, except that this provision shall not prevent the
driver of any such vehicle from temporarily stopping in accordance
with other stopping or parking regulations at any place for the
purpose of and while actually engaged in loading or unloading pass-
engers. No public vehicle shall be placed upon or shall occupy
a public vehicle stand except for the purpose of being held forth
for hire. Vehicles shall be placed on public vehicle stands.only
at the rear (approach) end and shall be moved toward and to the
front of stands immediately if space is available or when space
becomes available by the departure or movement of preceding vehi-
cles. Nothing contained herein shall prohibit a taxicab from leav-
ing a public vehicle stand, regardless of the position or place of
the taxicab in such stand.
SECTION 2. That Section 14 of Ordinance No. 7181 be amended
to read as follows:
SECTION 14. No driver of any public vehicle licensed by the
City of Little Rock shall stop to load or unload any passenger while
occupying any intersection or crosswalk, or in such manner as to
interfere with the orderly flow of traffic. Every driver of a
public vehicle of whatsoever kind located on a public vehicle stand
shall be at all times within 5 feet of his vehicle, except when us-
ing a taxicab call box. All operators of taxicabs shall in the use
of the public streets give careful attention to the rights and needs
of the public generally using such streets at the same time. Gper-
ator�r of taxicabs shall not receive or discharge passengers in the
street, but whenever possible shall pull up to the sidewalk, or in
the absence of a sidewalk, to the extreme right side of the street,
except on one way streets, and there receive or discharge passengers.
Double parking for the purpose of loading or unloading passengers is
prohibited. No taxicab operated within the City shall engage in
cruising for the purpose of picking up passengers. ,.hen a passenger
is discharged, the taxicab shall proceed to the nearest taxicab stand
or to the nearest call -box stand; provided, however, that the driver
of a taxicab so returning may park same on any of the streets in
the residential sections of the City.
SECTION 3. That Section 18 of Ordinance No. 7181 be amended
to read as follows:
SECTION 18. Any person, firm or corporation violating any of
the provisions of this ordinance shall be deemed guilty of a mis-
demeanor, and upon conviction thereof shall be fined in any sum not
less than 42.00 nor more than X100.00, except where another or diff-
erent fine is prescribed for the violation of some specific section
hereof.
SECTION 4. All ordinances and parts of ordinances in conflict
herewith are hereby repealed.
SECTION 5. The immediate regulation of motor vehicles for hire
being necessary for the preservation of the public peace, health
and safety, an emergency is hereby declared to exist and this ordi-
nance shall be in full force and effect from and after its passage
and approval.
