AN ORDINANCE PROVIDING FOR THE GRANTING OF A
PERMIT TO INSTALL PLUMBING; MAKE EXCAVATIONS,
AND TO PROVIDE FOR THE PAYMENT OF FEES THERE-
FOR, AND FOR OTHT'R PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. Before any excavation is started upon any
street, alley, sidewalk, parkway, or other public area for the
purpose of laying or repairing pipes or conduits, the person,
firm, or corporation laying, repairing, or otherwise working on
such pipes or conduits, or doing such plumbing or excavation
work, shall apply to the City Engineer of the City of Little
Rock for a permit to do such work.
SECTION 2. Such person, firm, or corporation at the
time of making the application for such permit shall state to
the City Engineer in writing the extent of the Bork and outlets
in the manner prescribed by the City Engineer, and shall pay an
inspection fee to the City Collector upon the basi's provided in
Ordinance No. 4372 of the Ordinances of the City of Little Rock.
No work shall be done upon any plumbing in the City of Little
Rock until a permit is issued by the City Engineer.
SECTION 3. It shall be unlawful for any person, firm,
or corporation to make any connections to or with any water or
gas mains without first having complied with the provisions of
this ordinance, provided further that before any utility company
or board, or their agents or servants will allow any connections
or tie -ins to be made to their mains, they are required to as-
certain that the person or firm making said connection or tie -in
has complied with all of the provisions of this ordinance.
SECTION 4. The provisions of this ordinance shall not pre-
vent the performance of any emergency work provided, however, that
any person, firm, or corporation performing such emergency work

will within 72 hours from the starting of such emergency work,
make the necessary application as provided herein.
SECTION 5. Any person, firm, or corporation violating
the provisions of this ordinance upon conviction thereof, shall
be fined in any sum of not less than $25.00 nor more than $100.00.
SECTION 6. It shall be the duty of the Plumbing Inspect-
or under the supervision of the City Engineer, as well as other
enforcement officers of the City of Little Rock, to enforce the
provisions of this ordinance.
SECTION 7. All ordinances or parts of ordinances in
conflict herewith are hereby repealed, but only such portions of
Ordinance 4372 as are in conflict with the provisions of this
ordinance are repealed. Unless the provisions of this ordinance
are put into effect immediately, the public peace, health and
safety of the citizens of the City of Little Rock will be ad-
versely affected, therefore, an emergency is hereby declared to
exist, and this ordinance shall be in full force and effect from
and after its passage and approval.
