AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE
NO. 19,011 (DECEMBER 16, 2003), TO ADJUST THE FISCAL YEAR
2004 BUDGET ORDINANCE TO NOTE REVENUE, AND OTHER
ADJUSTMENTS; TO DECLARE AN EMERGENCY; AND FOR
OTHER PURPOSES.
WHEREAS, the City approved a comprehensive budget for the City of Little Rock,
Arkansas, in Little Rock, Ark., Ordinance No. 19,011 (December 16, 2003), and
WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the
General Fund, and where necessary to authorize the increase in the fiscal year 2004 line items for
these and other matters, and
WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance
with City budget and financial reporting policies, have reviewed these adjustments and
recommend them to the Board of Directors for approval,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. General Fund Section 4 of Little Rock, Ark., Ordinance No. 19,011
(December 16, 2003) is hereby amended so the General Fund amount will increase by one
million eleven thousand ten dollars ($1,011,010), to reflect additions in operating budgets for
General fund departments, to the amount of one hundred and twelve million five hundred sixty-
four thousand three hundred and ninety- four dollars (112,564,394.00).
Section 2. Records The Director of Finance & Treasurer is directed to maintain
appropriate records which provide greater detail for the adjustments set forth in this ordinance as
reflected in the materials provided to the Board of Directors for the April 20, 2004, meeting.
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of the ordinance which shall
remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional was not originally a part of the ordinance.
Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters
inconsistent with this ordinance are hereby repealed to the extent of such inconsistency.
Section 5. Emergency. The City's ability to properly maintain its budgets and to
account for its funds is essential to maintain the public health, safety and welfare; an emergency
is, therefore, declared to exist and this ordinance shall be in full force and effect from and after
the date of its passage.
