AN ORDINANCE TO PROVIDE FOR INSPECTIOIT FEES TO DEFRAY THE
COSTS OF YEAT INSPECTION`' IN THE CITY OF LITTLE ROCK, TO RE-
PEAL ORDINANCES NO. 4322 AND 3086; PROVIDING A PENALTY FOR
THE VIOLATION TEER.''OF AND FOR OTPFR PURPOSES.
BE IT ORDAINED BN TIHE CI'T'Y COUNCIL OF THE CITY OFF' LITTLE ROCK, ARKANSAS:
SECTION 1. Fees and Records of Inspections: To cover a part of
the cost of animal and meat inspection by the Health Department of the
City of Little Rock as required by ordinances of the City of Little
Rock, the following inspection fees shall be paid to the City Collect-
or by each person, firm, or corporation slaughtering cattle within the
separate zones hereby established to be used for food. The following
inspection fees shall be paid by each person, firm, or corporation
according to the zone in which they are located, as follows:
(a) Zone 1. Within the limits of the City of Little Rock and
within five (5) miles from the outside of the city limits: For grown
cattle and yearlings of 250 pounds or more, dressed weight, 25� each;
for all other animals, 15� each.
(b) Zone 2. Between five (5) to ten (10) miles from the city
limits of the City of Little Rock: For grown cattle and yearlings of
250 pounds or more, dressed weight, 30� each; all other animals, 20¢
each.
(c) Zone 3. For such establishments beyond ten (10) miles from
the city limits of the City of Little Rock: For grown cattle and year-
lings of 250 pounds or more, dressed weight, 45¢ each; all other
animals 34 each, plus $1.50 for each inspection trip made.
SECTION 2. All persons, firms, or corporations slaughterin'-
cattle and /or operating an establishment as defined by Section 1 (d)
of Ordinance 7273, who have at least one full -time Federal meat inspect-
or upon their premises at all times for the purposes of making inspect-
ions under Federal regulations are hereby exempt from the terms and
provisions of this ordinance, and such establishments shall not be in-
spected by the Health Department of the City of Little Rock.
SECTION 3. Each person, firm, or corporation engaged in the bus-
iness of canning, curing, smoking;, salting, packing, rendering, the

manufacturing of sausage, or the processin of meat and /or meat pro-
ducts shall pay an annual premises inspection fee in the sum of $250.OQ
Provided, however, that any person, firm, or corporation having a full -
time Federal meat inspector upon the premises at all times whose duty
it shall be to inspect such operations shall be exempt from the in-
spection fee imposed by this section, and no inspection of such prem-
ises shall be made bti the City of Little Rock. Provided further, that
all persons subject to the inspection and inspection fee provided for
in Section 1 of this Ordinance shall be exempt from the inspection
fee imposed by this section.
SECTION? 4. The inspector shall keep an accurate record of all
animals, meat and meat products inspected by him, and shall make a
daily report of his work to the Health Officer on a form provided by
the Health-Officer. At the end of each month the Health Officer shall
file a copy of same with the City Collector who shall collect from each
person, firm, or corporation the inspection fee due for the preceeding
month.
If any person fails to pay- the amount due the City as per state-
ment rendered by the City Collector, by the fifteenth day of the month
following, the notification of the amount due, the Cit-7 Collector shall
notify the City Health Officer, who is hereby- authorized and directed
to withdraw inspection service from such establishment, until such fee
is paid; and such person shall be prohibited from processing, manufact-
uring, bringing, or causing to be brought any meat, meat products, to be
or which might be consumed, sold or traded in the City of Little Rock.
SECTIOiv 5. All fees herein provided for shall be used only for
the expense of carrying out meat inspection and control ordinances of
the City of Little Rock.
SECTION 6. Penalty: Any person convicted of a violation of any of
the provisions of this ordinance shall be deemed guilty of a misdemean-
or and shall be fined not less than twenty -five dollars (s,25.00) nor
more than $100.00, and each day of such violation shall constitute a
separate offense.
SECTION? 7. Ordinances 4322 and 3086 and all ordinances and parts
of ordinances in conflict herewith are hereby repealed. Unless the

provisions of this ordinance are put into effect immediately, tre
public peace, health, and safety of the citizens of Little Rock will
be adversely a'f ected, therefore, an emergency is hereby declared to
exist, and this ordinance shall be in full force and effect from and
after its passage and approval.
