AN ORDINANCE ESTABLISHING A YOUTH CENTER PROGRAM AND
AUTHORIZING PART -TIC MPLOYMENT OF YOUTH CENTER EMPLOYEES,
DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. A youth center program is hereby established in the
Parks and Recreation Department.
SECTION 2. The following employees are authorized to be hired by
the Civil Service Commission to carry out the purpose of Section 1.
.. v One --(1) male and one (1) female director at East Side, West
Side and Pulaski Heights Junior High Schools and Dunbar High
School.
SECTION 3. The youth centers will be open on each Saturday night
from 7 p.m. to 10 p.m..
SECTION 4, The cost of the youth center program for 1949 shall not
exceed *960.06 as prescribed in the budget.
SECTION 5. Because a youth center program is found to be vital
to the best interest of the youth of this community, in order to develop
sound bodies and train into good citizenship the minds of the youth of
Little Rock; and because it is found that this youth center program

om4plish these ends, an emergency is hereby declared, to exist, and
this ordinance is found to be necessary for the preservation of the
public, pease, health, and safety, and shall be in full force and effect
from and after its passage.
