AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF FIVE (5)
MEMBERS OF THE CIVIL SERVICE COBSiISSION FOR ALL CIVIL
SERVICE EMPLOYEES OF ".'HE CITY OF LITTLE ROCK PURSUANT
TO ACT 326 OF 1949, DECLARING AN EMERGENCY, AND FOR
OTHER PURPOSES.

The General Assembly of the State of Arkansas for 1949 has en-
acted Act No. 326 directing the cities of the first class to
name five up -right and intelligent citizens of the respective
cities as a Board of Civil Service Commissioners for the Civil
Service Employees of such respective cities,
NO7.'r THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION l.. The following named persons are hereby appoint-
ed as Civil Service Commissioners for the Civil Service Employ-
ees of the City of Little Rock, Arkansas for the term as speci-
fied after their respective names:
Paul Talley, who shall hold office until the first Monday
in April of the second year after this appointment.
C. R. Ledbetter, who shall hold office until the first
Monday in April of the fourth year after this appointment.
George Lucas, who shall hold,office until the first Mon-
day in April of the sixth year after this appointment.
Hal Smith, who shall hold office until the first Monday
in April of the eighth year after this appointment.
Dr. N. W. Reigler, Jr., who shall hold office until the
first Monday in April of the tenth year after this appointment.
SECTION 2. It has been determined by the City Council
that the above named individuals meet all the requirements
which are set forth in said Act 326 of 1949, and are duly quali-
fied to perform the duties and hold the office of Civil Ser-
vice Commissioners of the City of Little Rock, and they are
hereby charged with the faithful performance of such duties in

an impartial and unbiased manner as are now or may hereafter
be imposed upon them by proper authority.
SECTION 3. The above named commissioners shall serve in
such capacity without salary.
SECTION 4. All ordinances and parts of ordinances in con-
flict herewith are hereby repealed, and unless the provisions
of this ordinance are put into effect immediately the public
peace, health, and safety of the citizens of the City of
Little Rock will be adversely affected; therefore, an emergency
is hereby declared to exist and this ordinance shall be in full
force and effect from and after its passage and approval.
