AN ORDINANCE AUTHORIZING AND DIRECTING THE BOARD OF PUBLIC
AFFAIRS TO EMPLOY ARCHITECTURAL SERVICES, AND ENGINEERING
SERVICES IF NECESSARY,-FOR THE_PLANS.AND SPECIFICATIONS FOR
BUILDING THE NEGRO PARK AND ITS ALLIED FACILITIES, DECLAR-
ING AN EMERGENCY, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The Board of Public Affairs is hereby
authorized and directed to employ architectural services and
engineering services if necessary for the plans and speci-
fications for the construction of the negro park and its
allied facilities.
SECTION 2. All ordinances and parts of ordinances
in conflict herewith are hereby repealed. Unless the pro-
visions of this ordinance are put into effect immediately,
the public peace, health and safety of the citizens of
Little Rock will be adversely affected; therefore, an
emergency is hereby declared to exist and this ordinance
shall be in full force and effect from and after its passage
and approval.
