SUCH RELATED ACTIVITIES AS ENLARGING, COPYIIJG, COLORING AND POR-
TRAIT FINISHING OF PHOTOGRAPHS, CONDUCTED OR SOLICITED VTITHIN
THE CITY OF LITTLE; ROCK, ARKANSAS, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKAN-
SAS:
SECTION 1. It shall be unlawful for any person, firm, or corpor-
ation to engage in the business, occupation or profession of resident,
transient or itinerant portrait or cotxnercial photography, or in the
enlarging, copying, coloring or portrait finishing of photographs, or
to solicit or offer for sale any of such goods or services, directly
or indirectly, verbally, by telephone, by rail, through the use of
coupons or tokens of whatever nature, or by means of printed advertis-
ing of any form, by subterfuge or otherwise, in the City of Little
Rock without having first procured a license therefor from the City
Collector of the City of Little Rock, as hereinafter provided.
SECTION 2. The license fee for any person, firm, or corporation
so engaged, whether resident, transient or itinerant, shall be Sixty
Dollars ($60.00) per annum or any fraction thereof, and in addition
a license fee of Five Dollars (�,,WO) per day or fraction thereof shall
be paid by such person, firm or corporation for each outside solici-
tor or salesperson, including solicitors or salespersons so employed
but operatins- from their own ter_porary or permanent residences or tel-
ephones and whether paid on a salary or commission basis, contracted
with or employed by such person, firm or corporation for the purposes
of selling, distributing or securing orders for portrait or cormer-
cial photographs, or for the enlarging, copying, coloring or portrait
finishing thereof, or for the selling or distribution of coupons or
tokens, or other printed or similar offers or advertising literature
pledged or used in the sale of portrait or commercial photographs or
the enlarging, copying, coloring or portrait finishing; thereof. Such
license fee shall be due and - payable inrt.ediately upon the effective
date of this ordinance, but any person who has paid a license fee to
the City of Little Rock to carry on any of such businesses as are
defined by this ordinance shall be €given credit for that portion of
such license which has not yet expired by the City Collector.

SECTIOY 3. Before said City Collector shall issue any license
to any person, firm or corporation proposing, to engage in the busi-
ness, occupation or profession of resident, transient or itinerant
portrait or commercial photography, or in the enlarging, copying,
coloring or portrait finishing, of photographs, such applicant person,
firm or corporation shall execute an indemity bond in the ariount of
Five Hundred Dollars (0500.00) to the City of Little Rock for the use
and benefit of the patrons of said person, firm or corporation who
are residents of the City of Little Rock, and which bond shall be
approved by the City Attorney as to form and security. Said bond
shall have as suretti either a regularly licensed corporate surety com-
pany or a resident and real property owner of Pulaski County, Arkan-
sas, vrho shall be worth at least the sum of One Thousand Dollars
($1,000.00) above his debts and exemptions in property subject to ex-
ecution and sale, and who shall make an affidavit to that effect be-
fore signing as surety. In lieu of surety, Five Hundred Dollars
(!,500.00) in cash nay be deposited with the City Collector of the
City of Little Rock, to be returned "- 1thout interest by the Collector
to the applicant within thirty (30) days after the end of the license
period or any renewal period thereof should such license be renewed.
The applicant shall further appoint the City Collector as his process
agent in all ratters connected with or arising- out of said applicant's
business, occupation or prcfession of portrait finishing of photo-
graphs, or the solicitation or offering for sale thereof, whether by
the applicant, or bV his a =rents, sub- contractors or employees in the
City (f Little hock, before obtaininrr such license. It shall be the
duty of the City Collector immediately to advise the applicant by
registered mail, addressed to said applicant at his place of business
at the address furnished in the inderr.ity bond, of the nature and
pendency of any action brought against said applicant wherein process
is served on the said Collector.
SECTI011 4. Any person, firm or corporation violating any of
the terms or provisions of this ordinance shall be fined not less
than Twenty Dollars (;:20.00) nor rrlore than Five Hundred Dollars
( "?500.00) for each such offense, and each day's violation of this

ordinance shall be considered a separate offense.
SECTION 5. That part of Section. 1 A of Ordinance No. 7444 which
pertains to the licensin of cor : er•cial photoF::raphers and itinerant
photographers is hereb�i repealed and so much of Ordinance No. 7483
as pertains to persons soliciting for } hotor °ra.phers is hereb1, re-
pealed.
SECTION' 6. All ordinances and parts of ordinances ir,, conflict
herewith are hereb'T repealed. Unless the provisions of this ordin-
ance are put into effect ir;st.ediately, the peace, health, and safety
of the citizens of Little Rock will be adversely affected; there-
fore, an emergency is hereby declared to exist and this ordinance
shall be in full force and effect fooee and after its passage and
approval.
